Under the call for grants “Energy renovation of multi-apartment buildings” the first grant agreements with beneficiaries were signed. They refer to three multi- apartment buildings located in Zagreb, Šibenik and Rijeka, the energy renovation of which shall be co-financed by grants from the Recovery and Resilience Mechanism, with a co-financing intensity higher than 60%.
The total value of these three projects amounts to more than HRK 28 million, out of which HRK 17 million are grants provided under the National Recovery and Resilience Plan 2021-2026.
As a curiosity, we would like to point out that in terms of surface area the building in Zagreb, at the address of Matije Divkovića 21-39, is the largest among all selected project proposals: its gross building surface area exceeds 16 thousand m2.
To recall, under the Call by the Ministry of Physical Planning, Construction and State Assets a total of 235 project proposals were received, which accounted for 200% of the initially secured allocation of HRK 300 million. The entry of project proposals was enabled to applicants starting from 25 April 2022, whereas the submission of project proposals started on 17 May 2022. Due to the utilization of available financial allocations, submission was closed on 2 August 2022.
We emphasize that this is the first call published by the Ministry under the National Recovery and Resilience Plan 2021-2026, but also among the first at the level of the entire Recovery and Resilience Plan of the Republic of Croatia.
The call supports energy efficiency measures and the use of renewable energy sources that will result in annual savings of heating energy needs (QH, nd) of at least 50% as compared to the pre-renovation situation at the level of the individual multi-apartment building, through an integrated approach, with measures to increase the seismic resilience of buildings and safety in the event of fire and to ensure healthy indoor climatic conditions and horizontal measures. (implementation of new/reconstruction of existing accessibility elements, measures to incorporate elements of green infrastructure, sustainable urban mobility and electromobility). At investment level C6.1. R1-I1 Energy renovation of buildings, primary energy savings (Eprim) shall be achieve on an annual basis of at least 30%, to which also this Call shall contribute.
In line with the National Recovery and Resilience Plan, the intensity of co-financing of up to 60% shall support integral energy renovation, and in-depth and comprehensive renovation up to 80% for supervision works and services. Also, for integral energy and in-depth renovation it is possible to realise co-financing of project documentation preparation and project management up to 85%, and in case of comprehensive renovation of up to a maximum of 100%. The project promotion and visibility activity is co-financed in an intensity of up to 85% for all categories of building renovation.
The minimum grant amount for financing eligible costs of individual project proposals is HRK 150 thousand, and the maximum grant amounts to as much as HRK 22 million.
