First coordination meeting held with financial institutions on implementation of Croatia’s National Housing Policy Plan until 2030

State Secretary Željko Uhlir, together with his associates, held the first coordination meeting with representatives of national and international financial institutions regarding the implementation of the National Housing Policy Plan of the Republic of Croatia until 2030.

Along with the Ministry of Physical Planning, Construction and State Assets, the meeting was attended by representatives of the Ministry of Finance, European Investment Bank (EIB), Council of Europe Development Bank (CEB), European Bank for Reconstruction and Development (EBRD), World Bank (WB) and Croatian Bank for Reconstruction and Development (HBOR).

The aim of the meeting was to establish coordination and exchange information with key financial partners already involved or willing to participate in the implementation of the first national strategic document concerning housing.

State Secretary Uhlir presented the key reforms initiated at the beginning of 2025, including the tax reform, the restrictions on tourist rentals and the new Building Management and Maintenance Act. He put a special emphasis on the Government’s housing care programme for young families in assisted areas, which had already enabled the construction of 50 multi-dwelling buildings and 11 family house settlements - a total of 493 new housing units.

New acts aimed at establishing the affordable housing system have been announced and will soon enter public consultation. The Affordable Housing Act will be the key one, expected to be adopted by the end of the year.

The financial institution representatives supported the goals of the National Housing Policy Plan and expressed their willingness to continue cooperation by providing advisory and financial support.

It is worth mentioning that the National Housing Policy Plan foresees investing 2.03 billion euro in the implementation of the housing policy in the period from 2025 to 2030, including the construction of 10,000 dwellings through state programmes, 1,200 dwellings through non-profit cooperatives and local self-government units, the activation of 9,000 dwellings for affordable rental and energy efficiency renovation of 65,000 existing housing units.
