Foundation stone for new POS building with 17 apartments laid in Novalja

The beginning of construction works on a new POS building worth 2.6 million euro and comprising 17 housing units was marked by a ceremony of laying the foundation stone. The foundation stone was laid today as part of the working visit of Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić in the City of Novalja. Prior to the ceremony, accompanied by Director of APN Dragan Hristov and associates, Minister Bačić held a meeting with Mayor of Novalja Ivan Dabo and his associates, and he toured energy renovation works of the city sports hall.

At the address Obilaznica 96, Deputy Prime Minister and Minister Branko Bačić, Director of APN Dragan Hristov and Mayor of Novalja Ivan Dabo signed a Charter on the construction of a residential and commercial building and laid the foundation stone for a multiapartment building worth 2.6 million euro, built under the Programme of State-Subsidised Housing Construction (POS).

“Without the City’s engagement, such housing construction would not be possible. The City provided land, complete municipal and transport infrastructure, it exempted the investor of paying utility charges and, at the suggestion of the Mayor, it secured additional funds in order to align the apartment price with the law and affordable housing requirements,” Minister Bačić said.

Prior to laying the foundation stone, Mayor Dabo and Director Hristov signed a Contract on mutual rights and obligations regarding the construction of the structure in question. APN assumes the obligation to construct the structure and sell apartments according to the Final priority list, while the City is obliged to provide the structure with municipal infrastructure and connections, as well as to cofinance the construction of apartments in the amount of 137,927.36 euro, VAT included.

“It is my pleasure that here in this beautiful place we witness a historic act of housing construction development in the City of Novalja. For years we have persisted and longed for this day and to be able to provide our citizens with an acceptable form of housing construction. I believe this project will be brought to life to the satisfaction of our citizens,” Mayor Dabo said.

The multiapartment building will include four above-ground floors, with a total usable net area of 1,191.91 square metres, comprising apartments ranging from two-bedroom to four-bedroom. The courtyard will also include parking spaces. Four housing units will be located on the ground floor, five housing units on the first and second floor each, and three housing units on a secluded, third floor of the building.

Director of APN Dragan Hristov pointed out that APN conducted all the public procurement procedures and secured subsidies of the Republic of Croatia in the amount of 700,000 euro, and he put special emphasis on the fact that sales price of the apartments will be limited to 2,104 euro per square metre. The contracted construction period is 450 days from the kick-off meeting with the contractor.

Minister Bačić highlighted that the goal of the Government, considering the annual increase in real estate prices, is to provide citizens with affordable housing through the National Housing Policy Plan - whether in the form of ownership or a long-term lease.

“A square of this apartment will be approximately two times cheaper than the market value of apartments in this city, which is truly an accessible and affordable price,” the Minister concluded.

Increasing the housing stock of Lika-Senj County by 52 new apartments

By now, the Agency for Transactions and Mediation in Immovable Properties (APN) has built four buildings with 107 apartments in Lika-Senj County - three in Gospić and one in Senj. These investments are worth 5.8 million euro, out of which 1.2 million euro refer to subsidies.

Let us recall that last week the foundation stone for the construction of a multiapartment building comprising 35 housing units and one business unit, worth 5.5 million euro, was laid in Trogir. Together with the 17 new apartments in Novalja, the housing stock of Lika-Senj County will be increased by 52 new apartments.

Moreover, 822 apartments are in the preparatory stage across Croatia, out of which 558 apartments have already obtained building permits. Public procurement procedure for contractors, expert supervision and consulting is in progress for 466 apartments. Through the Programme of State-Subsidised Housing Construction, APN has already built 9,126 apartments.

Numerous projects planned for the City of Novalja

Prior to laying the foundation stone, Minister Bačić held a meeting with Mayor Dabo and his associates in the city administration. The meeting focused on addressing property relationships, energy renovation and spatial planning in the city area.

“We also talked about two new projects of the Ministry - energy renovation of public use buildings, for which the City is already preparing proposals, and the public call ‘Development of Green Infrastructure in Urban Areas’. The City has made a huge step forward by adopting the Green Urban Infrastructure Strategy, which is the basis for developing a project to be submitted to our public call,” the Minister said.

Together with the associates, the Minister also toured the construction site of an NRRP project called “Energy renovation of the city sports hall” at the address Zeleni put 1. The project is worth 1,292,698.98 euro, out of which 697,723.53 euro refers to grants, and 594,966.45 euro to funds of the City of Novalja. The project measures include, inter alia, improving the thermal protection of the outer wall and pitched roof, replacing outer joinery, installing a heat pump, preparing photovoltaic systems for the production of electrical energy from RES, greening existing green areas and developing bicycle parking spaces. The gross building area is 1,768 square metres.

“The state and the City will participate in financing the investment by approximately 50% each, and the works could be completed by mid-December. I congratulate the Mayor on numerous projects being implemented in the city - you welcomed us with a large number of projects, many of them with already obtained building permits, and there is hardly any public call from our Ministry to which Novalja has not applied with its proposals,” Minister Bačić concluded.
