Today the foundation stone for the construction of a multiapartment building with 16 housing units, worth 3.2 million euro, was laid at Vrh Martinšćice 92 in Kostrena. This is the second POS building for which the foundation stone has been laid in Primorje-Gorski Kotar County since the beginning of the year. Along with other distinguished guests, the ceremony was attended by Director of Agency for Transactions and Mediation in Immovable Properties (APN) Dragan Hristov and Kostrena Municipality Prefect Dražen Vranić with associates.
Director of APN Dragan Hristov and Kostrena Municipality Prefect Dražen Vranić signed the Charter on the construction of the building, after which they laid the foundation stone together. Parish priest Hrvoje Mandić blessed the future building and its residents.
The new building will include five floors, 16 housing units and 16 parking spaces, and its total net surface area will be 1133.19 square metres. The investment is worth approximately 3.2 million euro, VAT included, while Kostrena Municipality provided land, infrastructure with connections and grants to finance the project.
Kostrena’s Municipal Council will take part in financing the construction of said building to the amount of 708,001.03 euro, VAT included, and the Municipality also waives the fee of 75,073.84 euro, VAT included, to which it is entitled for the preparation of the project documentation. This funding ensures a selling price of apartments of 2,104 euro per square metre. The contracted construction period is 365 days from the kick-off meeting, and the Municipality has established a priority list for 78 candidates.
The works will be carried out by contractors NOVOTEHNA d.d. and BRAKIĆ sole proprietorship for interior design and manufacturing, while expert supervision, consulting and coordination will be carried out by TRASA ADRIA d.o.o.
APN currently building 330 POS apartments across Croatia
As part of the POS programme, 330 apartments are under construction - 206 in Osijek, 50 in Karlovac, 35 in Trogir, 17 in Novalja, 10 in Kumrovec and 12 in Omišalj. Another 515 apartments are in different preparatory stages across Croatia, while approximately 200 apartments are in the public procurement process in Pula, Vrlika, Vrsar, Buje, Ivanić Grad, Virovitica and Našice.
Let us recall that this Tuesday the Government adopted the proposal of the Affordable Housing Act, which has been submitted to parliamentary discussion. This is an umbrella strategic framework further improving the field of affordable housing, based on the National Housing Policy Plan of the Republic of Croatia until 2030.
Under the National Plan, some measures are already in place, such as a 50% VAT refund for the purchase of first residential real estate. By now, 4,448 such requests have been received, out of which 3,013 approved, whose total worth is 23.2 million euro. Moreover, APN’s public call has been conducted for owners of vacant apartments who wish to transfer their properties to APN’s management for leasing it at affordable prices. A total of 880 requests has been received and processed, while a portion of them is still being processed.
Housing policy measures in Primorje-Gorski Kotar County
By now, APN has built 9,126 POS apartments across Croatia - 646 in Primorje-Gorski Kotar County (Baška 13, Cres 74, Delnice 30, Kraljevica 20, Krk 46, Lovran 46, Mali Lošinj 20, Veli Lošinj 18, Novi Vinodolski 8, Omišalj 12, Opatija 74, Punat 22, Rab 29, Rijeka 207 and Vrbnik 27 apartments). Last Friday, Deputy Prime Minister and Minister Branko Bačić attended the ceremony of laying the foundation stone for a multiapartment building with 12 apartments in Omišalj.
In Primorje-Gorski Kotar County, agreements have been made with two local self-government units through the programme for assisted areas. In Mrkopalj Municipality, the construction of a multiapartment building with eight apartments is planned, worth approximately 1 million euro, while the construction of a building with six apartments is planned in Vrbovsko, worth approximately 750,000 euro. Under said programme, 79 projects have been selected across Croatia that entail the construction of 50 multiapartment buildings and 11 settlements with family houses.
Additionally, subsidies have been granted in the county to 1,861 families in the amount of 17.34 million euro. As part of the VAT refund programme for the purchase or the construction of first real estate, 229 requests amounting to 1.2 million euro have been approved, whereby the largest number of requests, 145 of them, has been approved in Rijeka.
