SUB-COMPONENT C2.3. THE DIGITAL TRANSFORMATION OF SOCIETY AND PUBLIC ADMINISTRATION
The Central State Office for the Development of Digital Society (SDURDD), as competent authority for subcomponent C2.3. The digital transformation of society and public administration has concluded with the Ministry of Physical Planning, Construction and State Assets, as the competent authority for the implementation of investments, the Agreement on delegated tasks, under which the Ministry of Physical Planning, Construction and State Assets, within the framework of this sub-component, is responsible for the implementation and fulfilment of target values and indicators for:

Measure C2 .3. R4 - Strengthening connectivity as a basis for digital transition of society and economy
Implementation holder: Directorate for Physical Planning and Permits of State Importance
The basic precondition for the transition towards a digital society and economy is to ensure equal availability of electronic communications networks and very high capacity infrastructure enabling gigabit connectivity for households and socio-economic drivers. According to the Digital Economy and Society Index (DESI 2020), Croatia ranks only 25th in the connectivity category. The implementation of this subcomponent requires:

to ensure timely and comprehensive implementation of the regulatory framework through the adoption of the Electronic Communications Act which shall take over the provisions of Directive (EU) 2018/1972 on the European Electronic Communications Code and the implementation of the objectives of the National Plan for Broadband Access Development in Croatia in the period from 2021 to 2027

to enable to households the availability of very high capacity networks supporting broadband access with speeds of at least 100 Mbit/s towards the user (download)

to enable the main socio-economic drivers the availability of very high capacity networks supporting broadband access with symmetric speeds of at least 1Gbit/s;

encourage investments in the deployment of 5G networks in urban and rural areas and along major inland transport routes (5G corridors) which include motorways, state roads and railway lines in Croatia as part of the Trans-European Transport Network (TEN-T)
Measure C2.3. R4 - Strengthening connectivity as a basis for digital transition of society and economy refers in its reform part to the implementation of the regulatory and strategic framework in the field of electronic communications, and analysis, identification and response to solving administrative burdens and regulatory barriers related to building very high-capacity networks, including 5G networks.
Within the framework of investments covered by the reform, it is planned to finance about 20 projects prepared by local self-government units in the amount of HRK 799,999,997 of grants from the RRF. The said 20 projects encompass up to 125 local self-government units, about 700,000 inhabitants and about 124,000 households. Furthermore, it is planned to build a passive electronic communication infrastructure in order to enable accessibility of VHCN, including 5G networks, in rural and poorly populated areas where there is no commercial interest in building them, in the amount of HRK 147,338,008. The investment part is under the competence of the Ministry of the Sea, Transport and Infrastructure.

The indicator for the implementation of measure C2.3.R4 under the competence of the Directorate for Physical Planning and Permits of State Importance was fulfilled on 30 June 2022.
