Start of Twinning Light Project 'Strengthening capacities for energy efficiency in building sector in Croatia' (CRO nZEB)

On 31 March 2017, the Ministry of Construction and Physical Planning (MCPP) and the German Federal Ministry for Economic Affairs and Energy (BMWi) signed the Agreement on the Twinning Light Project „Strengthening capacities for energy efficiency in building sector in Croatia” (CRO nZEB) financed under the IPA 2012 Programme of the European Union for Croatia.

Twinning is an instrument of the EU for administrative cooperation between public administrations of the EU member states and of beneficiary or partner countries, with the general aim of this Twinning Light Project to assist the Republic of Croatia in achieving the set goals of the Europe 2020 Strategy, that is: to reduce greenhouse gas emissions by 20%, to increase energy efficiency and energy from renewable sources by 20% as compared to 1990.

The goal of this project, the value of which amounts to 220,000 €, is to strengthen capacities for energy efficiency in the buildings sector in Croatia, and to support the development of the basis for increasing the number of nearly zero-energy buildings (nZEB).

The project is of major importance to the Republic of Croatia, as both partners shall closely collaborate on drafting the recommendations necessary for up-dating the Plan of nearly zero-energy buildings (nZEB) and on the development of a road map for its implementation, with an indication of the exact timeline and the involved institutions, as well as an assessment of its feasibility. BMWi shall assist the MCPP in establishing appropriate documents in the form of data sets, analyses and simulation approaches.

The project encompasses the following main components:

COMPONENT A
Updating key policy recommendations
Overall analysis as a starting point for implementation of the nZEB Plan, establishment of the necessary technical and economic requirements, and simulation of various technological options.

COMPONENT B
Recommendations for updating the nZEB Plan G0EZ and for an indicative road map for implementation of the nZEB Plan in Croatia
Analysis of the nZEB Plan, comparative analysis of the nZEB Plan and draft indicative road map for nZEB Plan implementation.

COMPONENT C
Strengthening capacities of MCPP, the APN and other stakeholders for implementation of the requirements under EPDB II in relation to nZEB at the national level
Analysis of the needs for stakeholder training (TNA), training of employees of MCPP and APN, study visit to Germany and round table or workshop for at least 20 stakeholders.

The anticipated results of this project are: update of the key recommendations, draft indicative plan for implementation of the nZEB Plan for Croatia, as well as strengthening capacities of MCPP, APN and other parties concerned for implementation, at the national level, of requirements set by EPBD II and relating to nZEB.
