Additional four buildings occupied in Topusko

Today in Topusko the keys to 52 apartments were ceremonially presented to beneficiaries of four newly built multiapartment buildings at Vranovinska cesta and Ulica Antuna Mihanovića - the same location with buildings facing each other.

The ceremony was attended by Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić, State Secretaries Tonči Glavinić and Dario Tišov, Sisak-Moslavina County Prefect Ivan Celjak, Director of CFCA Dragan Jelić, Director of APN Dragan Hristov, Deputy Director of APN Josipa Tokić and Topusko Municipality Prefect Ivica Kuzmić.

Two buildings were built under the project “Removal and construction of replacement housing units owned by the Republic of Croatia in earthquake-stricken areas”, financed by European funds as part of the OPCC programme, and the two other buildings were built based on the Act on Reconstruction of Earthquake-Damaged Buildings and financed from the state budget.

Under the OPCC project, two buildings comprising 26 apartments were built. The contractor was Neving d.o.o., and expert supervision was done by JV SO-RA-ING d.o.o. and JAM-ING d.o.o.

The other two buildings, also comprising 26 apartments, were built through APN. The designer was ENTASIS d.o.o., the contractor DRVNI CENTAR GLINA d.o.o., while expert supervision and consulting was done by JAM-ING d.o.o., Zlatar, and SO-RA-ING d.o.o.
The total value of the investment, including the construction of infrastructure and equipping the apartments, is 11.8 million euro. With these four buildings, Topusko has gained 52 new apartments, which will provide a home to families whose houses were damaged by the earthquake, to housing care beneficiaries in assisted areas and to families and workers in need.

The ceremony of presenting keys to apartment beneficiaries also marks the successful completion of the project “Removal and construction of replacement housing units owned by the Republic of Croatia in earthquake-stricken areas I K.K. 12.1.1.02.0001”, financed through the OPCC programme and later from the state budget.

Within this stage of the project, 16 new residential buildings were built: 8 in Petrinja, 4 in Glina, 2 in Gvozd and 2 in Topusko, as well as a settlement of 11 replacement houses in Kolarić, Vojnić Municipality. The newly built housing units are intended to beneficiaries who meet the criteria of the Act on Housing Care in Assisted Areas, and they are fully equipped with furniture and appliances according to the state-of-the-art building standards.

The two stages of the project “Removal and construction of replacement housing units owned by the Republic of Croatia in earthquake-stricken areas”, cofinanced from the European Regional Development Fund, include the construction of 20 new residential buildings and 55 replacement family houses in Sisak-Moslavina County and Karlovac County.

After the ceremony of presenting keys to new dwellers, the final project conference was held in the Kinematograf building in Topusko.

On this occasion, Deputy Prime Minister and Minister Branko Bačić said, “I am glad that today’s conference marks the end of an extremely large and complex project that we have implemented since 2021. Today we conclude the construction project of 20 multiapartment buildings, which started immediately after the earthquake, financed through the Operational Programme Competitiveness and Cohesion in cooperation with CFCA. Following the suggestion of two young people, County Prefect Ivan Celjak and Mayor of Sisak Domagoj Orlić - who was State Secretary at the time - we initiated the process of constructing 36 multiapartment buildings across the county in order to contribute to the revitalisation of this part of Croatia. The project led by APN is also nearing completion. The reconstruction will not stop. Next year we will see the completion of all the buildings. I want to express my gratitude to local administration and self-government for cooperation and to all who have contributed to a successful completion of the project.”

Sisak-Moslavina County Prefect Ivan Celjak pointed out, “When we talk about realised projects, we often talk about the statistics and the number of built houses, buildings, hospitals, schools. The numbers are truly imposing. However, everything we do together, we do it for the people, for all residents of Sisak-Moslavina County. Through all the projects, the Government of the Republic of Croatia has demonstrated compassion for the needs of our residents - shown through specific projects.”

Director of CFCA Dragan Jelić said, “Everything has been properly completed and today we see people smiling because they get the apartments and can’t believe that today they are moving in. This is the point of these projects, not the paperwork and everything else, but smiles of people whose most important issue is being resolved, the housing issue. In the end, I congratulate everyone on realising this project; it wasn’t easy, but we made it. I look forward to new projects, especially to opening the Topusko treatment centre next year.”

Topusko Municipality Prefect Ivica Kuzmić said, “There hasn’t been any major residential construction in Topusko Municipality for almost 40 years. Despite the earthquake, which was an unfortunate event, this construction provided us with a new housing stock and made us very happy. From a once decrepit and derelict place, Topusko is transforming into a true beauty. I express my gratitude to everyone who has contributed to the construction, and I hope the future owners will truly see its precious value.”

Reconstruction completed at nearly 14,000 locations - 454 family houses built

It is worth noting that from the beginning of the reconstruction in the Zagreb and Petrinja earthquake areas, 4.04 billion euro has been spent - 2.35 billion euro referring to Zagreb and 1.69 billion euro referring to Petrinja.

The reconstruction has been completed at nearly 14,000 locations. A total of 454 family houses has been built, while 214 houses are under construction. Currently, there are 1,997 reconstruction projects - 1,853 regarding private buildings and houses and 144 regarding public use buildings and infrastructure.

In the Petrinja earthquake area alone, the reconstruction has been completed at 9,851 locations and is in progress at 1,275 locations, including 188 new family houses under construction.

Along with the post-earthquake reconstruction, Sisak-Moslavina County experiences a substantial increase of the housing stock through the construction of 59 multiapartment buildings comprising 1,024 housing units - so far 41 buildings have been occupied, 16 buildings are under construction, and two more locations are in the preparatory phase.
