Construction begins on multiapartment complex comprising 206 apartments in Osijek

The foundation stone for a multiapartment complex comprising 206 apartments, worth 30.5 million euro, was laid today – symbolically on Osijek City Day – as part of a working visit of Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić to Osijek-Baranja County. Along with the Minister, the ceremony was also attended by Director of APN Dragan Hristov, Member of Parliament and Mayor of Osijek Ivan Radić, Osijek-Baranja County Prefect Nataša Tramišak and associates.

The laying of the foundation stone, according to Minister Bačić, marks the beginning of an investment project important for the City of Osijek, which will ensure conditions for affordable, safe and good-quality housing.

“This is an event that has not happened in Osijek for many decades - in a single day and at a single place we can mark the beginning of the construction of 206 apartments, which will provide our young fellow citizens with the opportunity to resolve their housing situation under affordable prices,” the Minister said, adding that a job and a roof over one’s head are the main presumptions for staying in and returning to this area.

The POS multiapartment complex will consist of three building units with one underground and five-six above-ground floors. One unit will comprise 98 apartments, and the remaining two will comprise 108 apartments. The total net surface area will be 12,969.16 square metres, and the apartments will range from two-bedroom to four-bedroom apartments in order to satisfy the needs of different families. The total construction value, including environmental and infrastructural development, is 30.5 million euro, VAT included.

Considering such a large investment, it was necessary for the City of Osijek to also secure additional resources for construction, apart from utility charges, connections and municipal infrastructure, Mayor Radić pointed out, who started his speech by wishing a happy birthday to the City of Osijek and its residents.

“I don’t think there is a nicer opportunity than to congratulate the City Day by such a large investment. This is an investment which entails 3.5 million euro from the City of Osijek and ensures connections to all the required installations. The apartments will be substantially cheaper than the market price, which is why we have undertaken this project at the intersection of Vinkovačka and Dunavska,” the Mayor explained.

In order for the project to be feasible under the current Act on State-Subsidised Housing Construction, the maximum price for the buyer should be 2,104 euro per square metre, and the City has made it possible for the apartments to be built and included in the POS system.

The charter on the foundation stone and the building construction was signed by Deputy Prime Minister and Minister Branko Bačić, Director of APN Dragan Hristov and Mayor of the City of Osijek Ivan Radić, while the ceremony of laying the foundation stone was also attended by County Prefect Nataša Tramišak.

“The issue of housing is an important topic both in Croatia and in Europe. It is precisely these projects that showcase how cities, municipalities and the state can make a significant step forward in facilitating the acquisition of a home for young people. Sincere thanks to the Government of the Republic of Croatia and Minister Bačić, who created such programmes to cover all places in Croatia, and especially Osijek and Slavonia,” the County Prefect ascertained.

Prior to the ceremony, three contracts were signed on November 12, 2025, in the Ministry of Physical Planning, Construction and State Assets. The Contract on mutual rights and obligations was signed between APN and the City of Osijek, the Contract on construction was concluded between APN and KAMGRAD d.o.o., while the Contract on the construction project management was signed between APN and SUBNECTO d.o.o. The building will be constructed according to project documentation by V-V PROJEKT d.o.o. from Split and main designer, architect Ivan Vulić.

POS programme active again across Croatia

Let us recall that in late October the foundation stone was laid in Trogir for the construction of a multiapartment building comprising 35 apartments, worth 5.5 million euro, and in early November in Novalja for the construction of a POS building comprising 17 apartments, worth 2.6 million euro.

Through the Programme of State-Subsidised Housing Construction, APN has built 9,126 apartments. Moreover, 822 apartments are in preparatory stages across Croatia - 558 of which already have a building permit. Additional 466 apartments are in the process of public procurement for contractors, expert supervision and consulting. During December, the conclusion of a contract on building 62 apartments is planed - 50 in Karlovac and 12 in Vrlica. In Osijek-Baranja County, 188 apartments have been built - 110 in Osijek, 24 in Belišće, 24 in Donji Miholjac and 30 in Đakovo.

“Our goal is to build as many apartments as possible in order to stop growing prices in Croatia, namely of apartments, by increasing the supply,” the Minister highlighted.

Housing and infrastructural projects in Osijek-Baranja County

Minister Bačić recalled that during summer contracts were signed with 12 local self-government units through the Programme for young people financed from the Programme Competitiveness and Cohesion, which will enable the construction of new buildings and family houses in Osijek-Baranja County. The programme for young people entails a total of 12 projects worth 16.2 million euro, including the construction of nine multiapartment buildings with 54 apartments, and 38 family houses.

“If we add two more projects in Belišće and Našice, together with these 206 apartments, a total of 317 apartments will be built and financed by state and European resources. This will significantly contribute to resolving housing issues of numerous families in Osijek-Baranja County,” the Minister added.

Additionally, NRRP’s “Mitigating Energy Poverty” programme covers 51 multiapartment buildings in the county. Two of them have been renovated, and 26 are in active work stages, while five buildings are in the process of public procurement. The programme of providing housing care by donating construction material includes reconstruction and construction of 54 family houses, and additional 150 houses are under preparation.

“Osijek grows continuously, which is also confirmed by the figures, and these projects also prove it,” Mayor Radić concluded.

Measures to help young people resolve their housing situation

Even though the Government plans to build 9,000 new apartments through the National Housing Policy Plan of the Republic of Croatia, the Minister explains, it takes a certain amount of time.

“Therefore, we have also started other measures to help young people resolve their housing situation. One of them, well-accepted in this area as well, is support to young people who purchase or build their first real estate through VAT refund of up to 50% or RETT refund of 100%.”

The Minister also announced the upcoming APN call to owners of vacant apartments under the Affordable Rental Programme, recently adopted at a session of the Government.

“In the coming days we will introduce a new, innovative programme unprecedented in Croatia - the Affordable Rental Programme. I call on our fellow citizens who have vacant apartments to enter the programme; we will pay them the amount they would get for the total rental period, upfront. This will be highly beneficial for them, and our young fellow citizens will get the opportunity to enter a rental relationship under affordable prices, substantially lower than on the market, making it easier for them to start their lives in new places,” the Minister concluded, confident that these projects will develop to the satisfaction of citizens.
