Foundation stone for POS building with 50 apartments laid in Karlovac

Today in Karlovac, Deputy Prime Minister and Minister Branko Bačić attended the ceremony of laying the foundation stone for the construction of a multiapartment POS building in 19 Janka Tomića Street. The ceremony was also attended by State Secretary Željko Uhlir, Director of APN Dragan Hristov, Karlovac County Prefect Martina Furdek-Hajdin and Mayor of Karlovac Damir Mandić.

The construction will be carried out by EUROKAMEN, which is obliged to erect the building within 420 days, while supervision and coordination will be carried out by Kling.

The timeframe for the completion of the building comprising 50 apartments and 75 parking spaces is 14 months. The City of Karlovac has established a final priority list including 92 candidates. The apartments will be sold for 1,950 euro per square metre.

Minister Branko Bačić pointed out that the building in Karlovac, which will be built for the purpose of affordable housing, is part of the implementation of the National Housing Policy Plan of the Republic of Croatia, aimed at ensuring affordable housing, namely to young people and young families.

“The National Housing Policy Plan defines the goals that the Government, and the Republic of Croatia, aims to achieve to the benefit of our fellow citizens - that the state, in cooperation with local and regional self-government units, can ensure affordable housing,” Minister Branko Bačić said.

Commenting on the results so far, the Minister highlighted that this building will be one of numerous buildings built by APN over the past 24 years, during which time over 9,100 housing units were built - some of them in Karlovac County as well. However, he added that the POS programme is nearing completion.

“The POS programme will apply for only a short period of time because this spring - hopefully in March and not later than April - we plan to adopt the new Affordable Housing Act. This Act will replace the existing model, but it will favour both cities and our fellow citizens more,” Minister Bačić announced.

The Minister also recalled that other housing policy measures already apply, including tax refunds for the purchase of the first real estate. In addition, APN has opened a public call intended for owners of apartments willing to offer their vacant real estate to the state, with the aim of providing affordable rental housing to the citizens who currently find it difficult to rent under market prices.

Mayor Damir Mandić recalled that the City of Karlovac has provided the land and exempted the object from paying utility charges, and secured municipal infrastructure, which all amounts to approximately 1.6 million euro.

“The list includes 92 candidates, and I believe conversations will take place within 60 days,” Mandić said, adding that there are two more locations for such apartments.

County Prefect Martina Furdek-Hajdin went on to point out that such housing is much needed in Karlovac County, naming other parts of the county where it already applies or is planned.

“Today Karlovac begins the construction of this building with 50 apartments, but not so long ago we were in the city of Slunj, where we also toured construction sites, sites of energy renovations of multiapartment buildings that were damaged by the earthquake but that also show visible scars from the Homeland War. However, in the city of Slunj, both a state-subsidised project and an affordable housing project will soon take place. The same applies to municipalities Cetingrad, Lasinja, Kamanje and Vojnić, where contracts have been signed and funds secured to ensure affordable housing and new housing units for young families. Moreover, our cities Duga Resa, Ogulin and Slunj include 25, 38 and 15 new apartments respectively. I also know that the city of Ozalj is conducting a survey, so very soon they too will join the POS programme,” the County Prefect said.

Director of APN Dragan Hristov provided more details about the building, “By laying the foundation stone we mark the beginning of the construction of a residential building comprising 50 apartments and covering 3,000 square metres of net usable floor area. The building will entail six floors and 75 parking spaces. The investment is worth 6.3 million euro. APN conducted the public procurement procedures and secured the funds,” the Director said, wishing the contractor a successful project and favourable weather conditions.
Prior to the ceremony of laying the foundation stone, the Foundation Stone Charter was signed, which symbolises the beginning of the construction, together with the Contract on Mutual Rights and Obligations between APN and the City of Karlovac, which regulates mutual relations regarding the construction and sale of apartments.

The foundation stone was laid jointly by Mayor Damir Mandić, Director Dragan Hristov and Minister Branko Bačić. Mons. Antun Sente, rector of the National Shrine of St. Joseph, blessed the future building and all those involved in its construction.
