Government proposes amendments to Construction Products Act
Hina - The Croatian government has submitted amendments to the Construction Products Act to Parliament to align it with EU Regulation (EU) 2024/3110, aiming to ensure the free movement of safe and sustainable construction products across the EU.
Minister of Physical Planning, Construction and State Assets Branko Bačić highlighted that the changes allow Croatia to participate fully in the EU Construction Products Committee and collaborate with other member states on product standards.Key innovations include the introduction of a digital product passport. The regulation primarily affects manufacturers, market distributors, assessment bodies and construction contractors.
The amendments designate the Ministry of Construction as the central authority and define procedures for product evaluation, marking, inspection, and penalties for non-compliance. The government proposes that the parliament adopt the amendments under fast-track procedure, as the regulation has been in effect since January.
Law on illegal buildings
The government submitted to Parliament the final Bill on Handling Illegally Built Buildings, removing the previous deadline for the submission of legalisation requests of 21 June 2011, and prohibiting legalisation in protected areas such as the sea, nature parks, infrastructure corridors, state land, forests and water areas, as well as archaeological sites, cultural heritage and UNESCO-protected areas.
The revised bill aligns with the Construction Act, requires full documentation for legalisation requests, prevents partial registration across cadastral parcels, and disallows reapplication if fees were unpaid or previous requests were denied. The entire process will be digitalised through the Spatial Planning Information System (ISPU). Future illegal construction will be deterred through fines, digital monitoring and potential criminal prosecution under the Penal Code.
