HUP welcomes set of new acts on construction and spatial planning
Hina - The Croatian Employers’ Association (HUP) on Sunday expressed strong support for the Construction Minister Branko Bačić in the adoption of the new Building Act, which it sees as an important step towards a clearer, more efficient and legally secure framework for the construction sector.
HUP’s Construction Employers cluster particularly welcomed the inclusion and reaffirmation of special use permits through the new law, describing them as the foundation of stable contractual relations, ensuring predictability, a balance of rights and obligations, and fewer disputes in project delivery.They said the new Building Act, together with the application of these Special Uses, would improve transparency and efficiency in contractual relations, speed up and improve project delivery, reduce legal uncertainty and court disputes, and strengthen the competitiveness of the domestic construction industry.
HUP stressed that, amid a strong investment cycle, post-earthquake reconstruction and the need to accelerate infrastructure development, a clear and stable legislative framework is essential for sustainable growth in the sector.
It concluded that the new Building Act is moving in the right direction and provides a solid basis for the further development and professionalisation of this strategically important industry.
HUP also voiced support for the Spatial Planning Act, noting that it encourages investment while safeguarding land use, and said it remains an open and constructive partner to the Ministry in implementing the laws and drafting by-laws.
