Minister Bačić presented regular monthly report on post-earthquake reconstruction
At the first monthly Government session, Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić presented the regular monthly report and the current status of post-earthquake reconstruction.
As part of the reconstruction process, 14,340 reconstruction projects have been completed, which entails 13,536 private buildings comprising 54,163 separate units. A total of 12,024 non-structural reconstructions have been completed, as well as 732 structural reconstructions.“In addition, 804 projects from the EU Solidarity Fund have been realised, referring to the reconstruction of different social use buildings. I would also like to emphasise the fact that 498 new replacement family houses have been built, and we also have to mention multiapartment buildings,” the Minister said. Moreover, 83 subsidies have been paid for the purchase of an apartment or a house instead of building a replacement house.
Reconstruction in progress at 1,925 locations, mostly complex structural reconstructions
Currently, reconstruction is in progress at 1,925 locations, which includes 1,804 private buildings comprising 10,665 housing units and 121 reconstruction projects of public use buildings. Reconstruction mostly refers to the most complex structural reconstructions.
“There are less non-structural reconstructions that are simpler, now mostly structural reconstructions are in progress, namely of multiapartment buildings and family houses. There are 204 family houses under construction and 15 multiapartment buildings,” Minister Bačić said, reiterating that the construction of all replacement family houses will be completed by mid-2027. Two subsidies for the purchase of family houses are also underway.
A total of 1,200 locations, including 145 multiapartment buildings and 1,055 family houses, worth 103.99 million euro, are in the public procurement process.
1,176 reconstruction projects of public use buildings and infrastructure completed
With regard to reconstruction projects of public use buildings and infrastructure whose financing was initiated from the EU Solidarity Fund, 1,309 projects have been contracted and 1,176 completed.
“The total worth of these projects alone is 3.85 billion euro. A total of 1.003 billion euro has been spent from the EU Solidarity Fund, additional 1.47 billion euro has been secured through the National Recovery and Resilience Plan, and 1.33 billion euro has been spent from the state budget on these projects alone. Investment from the state budget will continue,” the Minister explained, adding that the reconstruction refers to social use buildings, but also to traffic, municipal and energy infrastructure.
The most complex part of the reconstruction is comprehensive reconstruction of public sector buildings, which entails 209 projects worth 2.48 billion euro. By now, 103 projects have been completed, 102 projects are in progress and four are in different preparatory stages. The projects are further financed through the Recovery and Resilience Mechanism and the state budget.
“Through this project we must meet the NRRP indicator, whereby we must carry out energy renovation and comprehensive reconstruction of 600,000 square metres. I am positive that by the end of June the project will be fully completed in order for us to apply for the latest NRRP instalment, amounting to nearly two billion euro,” the Minister added.
Let us recall, post-earthquake reconstruction whose financing was initiated from EUSF entails 74 healthcare institutions, 156 schools and kindergartens, 27 faculties, 293 cultural heritage buildings, 600 kilometres of roads and 77 bridges and other municipal and energy infrastructure projects.
Block reconstruction continues, housing stock increases
Minister Bačić also commented on the increase of the housing stock in Sisak-Moslavina County, which entails the construction of 59 new multiapartment buildings with 1,024 apartments.
“We have completed 45 buildings, 12 buildings are under construction, and two locations planned near the Ivo Pedišić General Hospital in Sisak will be displaced to other locations, considering the troubles related to developing the space,” the Minister said.
Out of the 45 completed buildings, 17 of them are in Sisak, eight in Petrinja, eight in Glina, four in Topusko, two in Gvozd and one in Kutina, Dvor, Jasenovac, Lekenik, Novska and Hrvatska Kostajnica each.
Minister Bačić pointed out that block reconstruction continues, which significantly increases the scope of the reconstruction within a single procurement. While procurement used to be carried out for each multiapartment building separately, now it is carried out for the entire block.
In addition, the Minister also recalled six projects financed through the World Bank loan, entailing reconstruction in healthcare and scientific-educational systems. The largest project is KBC Rebro Stage III, which is also the largest investment in healthcare system.
Last month, the keys for completed replacement family houses in Glina, Velika Gorica and Petrinja were handed, construction sites of complex structural reconstruction in the very Zagreb centre were visited and a newly renovated court building in Zaprešić was opened, which is financed through decentralised resources secured by the Government. The comprehensively reconstructed state building at Prilaz Gjure Deželića was also completed, the new Galdovo Primary School was opened, and reconstruction of the baroque parish rectory in Sela in Sisak-Moslavina County was completed.
It is worth noting that so far 4.36 billion euro has been spent on post-earthquake reconstruction in Zagreb and Petrinja earthquake areas - 2.55 billion euro referring to the Zagreb earthquake and 1.81 billion euro referring to the Petrinja earthquake. The 2026 budget allocates 1.02 billion euro for reconstruction.
