Minister Bačić presented semi-annual report on post-earthquake reconstruction from January 1 to June 30, 2025, with reference to current status
At today’s session, the Government accepted the semi-annual Report on the effects on implementing the Act on Reconstruction of Earthquake-Damaged Buildings for the period from January 1 to June 30, 2025, with reference to the current status of the reconstruction, presented by Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić.
The submission of the semi-annual report to the Croatian Parliament is prescribed by Article 97 of the Act on Reconstruction of Earthquake-Damaged Buildings in the area of the City of Zagreb, Krapina-Zagorje County, Zagreb County, Sisak-Moslavina County and Karlovac County.Minister Bačić pointed out that the selected strategic approach to earthquake-resistant structural reconstruction is in line with contemporary standards, while the reconstruction process is legally, financially and operationally structured. A reconstruction plan has been developed with a focus on implementation acceleration, progress monitoring, revision. The biggest challenge is insufficient availability of construction personnel due to growing volumes of construction works.
On June 30, 2025, 13,556 reconstruction projects were completed - 12,820 private buildings with 50,555 housing units and 736 projects from the EU Solidarity Fund. A total of 11,729 non-structural and 435 structural reconstruction projects were completed, 410 family houses were built, and payments were made for the purchase of 63 houses, instead of their construction. In addition, 157 state apartments were renovated and 26 new state-owned multiapartment buildings were built.
By today, December 4, 2025, 14,164 reconstruction projects have been completed with a total of 53,386 separate units - 13,369 of which refer to private buildings and 795 to the reconstruction of public use buildings and infrastructure whose financing started from the EU Solidarity Fund.
A total of 11,962 non-structural and 651 structural reconstruction projects have been completed, 482 family houses built, and payments have been made for the purchase of 74 family houses, instead of their construction.
Moreover, 43 new state-owned multiapartment buildings have been built.
Reconstruction is active at 1,972 locations, which entails 1,842 private buildings and houses with 10,905 housing units. Works are in progress for 130 projects of the EU Solidarity Fund and 331 non-structural reconstruction projects. The number of structural reconstruction projects has increased to 1,271 as of today. Furthermore, 220 family houses are under construction, and three payments for the purchase of family houses, instead of their construction, have been made. A total of 17 new multiapartment buildings are under construction.
There are 1,459 locations for 329 multiapartment buildings with 3,750 housing units, and 1,130 family houses in the public procurement process. The total value of the procurement is 110.4 million euro.
Out of the 1,309 contracted projects for the reconstruction of public use buildings and infrastructure financed from the EU Solidarity Fund, the National Recovery and Resilience Plan and the state budget, 1,167 projects have been completed - 74 healthcare facilities, 156 schools and kindergartens, 27 faculties, 293 cultural heritage buildings, 600 km of roads, 77 bridges and other projects of municipal and energy infrastructure worth 3.81 billion euro, whereby 1.003 billion is financed from EUSF, 1.47 billion euro from NRRP and 1.33 billion from the state budget.
In addition, 209 comprehensive reconstruction projects of public use buildings, worth 2.43 billion euro, have been contracted; 86 projects have been completed, 115 are in progress and eight projects are in different preparatory stages.
Reconstruction of public use buildings through the World Bank loan refers to six projects - two of them already completed and four in progress. The largest project is KBC Zagreb Rebro Stage III, and other projects include Paediatric Haematology and Oncology, Vocational Secondary School Petrinja, Student Dormitory Petrinja, HZJZ building - Nazorova and FER Zagreb. The total worth of the loan is 200 million American dollars.
As part of the programme for increasing the housing stock in Sisak-Moslavina County by building 59 planned buildings with 1,024 apartments, by now 43 multiapartment buildings have been completed, 14 are under construction and two are under preparation.
In November, a newly-built building with 19 apartments was occupied in Sisak and another newly-built building with 19 apartments in Hrvatska Kostajnica.
The sixth session of the Expert Council for Reconstruction was held in Petrinja, where the semi-annual Report on the effects of implementing the Act on Reconstruction of Earthquake-Damaged Buildings for the period from January 1 to June 30, 2025, was presented.
A total of 4.71 billion euro has been spent on the reconstruction of public and private property - 2.43 billion refers to Zagreb’s earthquake and 1.74 billion to Petrinja’s earthquake.
The 2025 budget allocates 900 million euro for earthquake reconstruction and the 2026 budget allocates 1.02 billion euro.
