Minister Branko Bačić on regular working visit to Sisak
Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić spent the day in Sisak. Accompanied by State Secretary Tonči Glavinić, State Secretary Sanja Bošnjak and associates, Minister Bačić held a regular working meeting with Sisak-Moslavina County Prefect Ivan Celjak, Mayor of Sisak Domagoj Orlić and their associates, where the course of post-earthquake reconstruction was discussed. During the visit, he toured two construction sites of energy renovation and structural reconstruction, and he visited Mrs Ljubojević in her newly constructed replacement family house.
“We held a regular working meeting at the Mayor’s office, where we analysed the current status of the reconstruction in the city of Sisak. It was important for us to agree upon further activities regarding the reconstruction of the very city centre, which mostly entails complex structural reconstruction of multiapartment buildings,” Minister Branko Bačić said. He added that he hopes to sign a contract with the City of Sisak in a month, month and a half, to further include the City in the reconstruction process, namely of the very centre of the city.Mayor Domagoj Orlić said that “it was generally agreed upon that, through the Ministry of Physical Planning, Construction and State Assets, i.e. the Government of the Republic of Croatia, the City of Sisak will receive help for the reconstruction of community homes in the city - certain project documentation has already been prepared and realisation can start.” He also pointed out that he is satisfied with the pace of the reconstruction in the city.
“Through the Ministry and direct help from the Government, last summer we received 5.1 million euro, which we used to complete the Galdovo education complex, and a portion of funds was spent on temporary accommodation,” the Mayor said.
Investment in energy renovation and housing
Minister Bačić then toured the construction site of energy renovation of the Sisak Sports and Recreation Centre, i.e. the indoor swimming pool with a gross building area of 9,910.00 square metres. The total worth of the contract is 11.35 million euro, PDV included, whereby grants allocated from the Recovery and Resilience Mechanism, secured through a tender by the Ministry of Construction and APN, is 2.45 million euro.
“The Sports and Recreation Centre is a public institution founded by the City of Sisak, and the City will pay the remaining part of the funds over a period of 15 years. A substantial portion of funds will be drawn from savings made through energy renovation,” the Mayor said. He also announced that the project for developing the indoor pool is being prepared, and realisation will start during summer months, after the project has been finalised and public procurement carried out.
Said project is conducted by APN based on a contract for allocating grants for the project “Energy renovation of public sector buildings by contracting energy services”, signed by the Ministry of Physical Planning, Construction and State Assets, Environmental Protection and Energy Efficiency Fund and APN, in accordance with the Energy renovation of public sector buildings programme for the period until 2030 and the Energy Efficiency Act. Within the programme, 33 contracts worth 200 million euro were concluded, including healthcare, education, accommodation, and sports and recreational facilities.
The Minister also toured the structural reconstruction site of a multiapartment building at 16 Bishop Kvirin Street. The building comprises 12 housing units, a basement, a ground floor and three floors, with gross surface area of 1,079.21 square metres. The kick-off meeting with the contractor, ATK Baugruppe d.o.o. from Donji Stupnik, was held on September 16, 2025. Expert supervision is carried out by joint venture JAM-ING d.o.o.
During his visit, the Minister also visited the Ljubojević family, whose replacement house of 55 square metres had been built in Posavska Street.
“The visit to our fellow citizen in her new replacement house, which she moved into before Christmas, gives us the greatest pleasure. This is what brings us the ultimate joy - satisfied fellow citizens,” County Prefect Ivan Celjak said.
Along with reconstruction and revitalisation, historic investment in housing construction
In the City of Sisak, the reconstruction has been fully completed at 1,996 locations, which entails a total of 5,624 housing units. Moreover, 38 replacement family houses have been built, together with 20 subsidies paid for the purchase of a house or an apartment instead of building a replacement house. Currently, there are 338 open construction sites comprising 1,815 housing units - 234 referring to complex structural reconstruction and 52 referring to non-structural reconstruction. A total of 46 family houses is under construction.
Works are in progress for two blocks in Croatian National Revival Street and Ivan Meštrović Street, which entail 11 entrances and 254 separate units, worth 23.54 million euro. The block in Roman Street is currently in the stage of reviewing and assessing bids.
Minister Bačić announced that in a month, month and a half, keys to the largest multiapartment building in the area affected by the Petrinja earthquake will be handed to residents. The newly constructed building replaced the old one in Croatian National Revival Street.
“I hope that by then all the necessary infrastructure will also be completed for the settlement in Zelenjak, where wooden houses have been built to temporarily accommodate people until their property, damaged by the earthquake, is reconstructed. Later, it will be used to expand the capacities of the Retirement home,” the Minister said.
Along with the reconstruction of public and private buildings, a unique project of building 59 multiapartment buildings with 1,024 housing units takes place in Sisak-Moslavina County.
“By now, 45 such buildings have been completed, 17 of them in the city of Sisak. Additional five are to be built in Sisak, which would complete the entire project, since the construction of eight multiapartment buildings in Petrinja and one in Sunja is nearing completion. There has not been such intensive construction in the county and Sisak for decades,” the Minister emphasised.
He also thanked County Prefect Celjak for taking over the reconstruction of a large number of public use buildings, including the healthcare, social and pension systems facilities, and the county administration facilities. Apart from Dr. Ivo Pedišić General Hospital, most reconstruction projects of public use buildings have virtually been completed, and they are funded by sources from the EU Solidarity Fund, National Recovery and Resilience Plan, the state budget and partly from the county budget.
“We still have a lot of work to do, but we expect to complete the entire reconstruction process by the end of the decade. The goal is to complete small family houses by the end of next year. Most of post-earthquake reconstruction in the Sisak-Moslavina County area has been realised,” the Minister said.
Let us add that a total of 4.36 billion euro has been spent on post-earthquake reconstruction in the Zagreb and Petrinja earthquake areas - 2.55 billion euro referring to the Zagreb earthquake and 1.81 billion euro referring to the Petrinja earthquake.
