Minister Branko Bačić on working visit to Glina
Today Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić visited Glina. Accompanied by State Secretary Tonči Glavinić and associates, the Minister held a working meeting with Mayor Ivan Janković and his team, and he visited the Franković family in their newly built family home.
Alongside Minister Branko Bačić, Mayor Ivan Janković and associates, the working meeting was also attended by Deputy Sisak-Moslavina County Prefect Mihael Jurić and Deputy Mayor Branka Bakšić. The conversation focused on the course and pace of the reconstruction of buildings damaged by the earthquake in the Glina area and on the reconstruction of the historical and cultural city centre.“Mayor Janković and me had a conversation on further reconstruction pace. Special emphasis was put on the need to develop a special reconstruction programme for the historical and cultural centre of Glina in order to find the modality and financing sources to reconstruct those buildings in the very city centre that are not eligible for reconstruction,” Minister Bačić said.
The Mayor commented on the reconstruction results achieved so far and invited the construction sector to become even more actively involved in the works in order to keep the acquired pace.
Minister Bačić also visited the Franković family, who had moved into their replacement family home covering 70 square metres. The contractor was the Šarec construction trade, while expert supervision was conducted by the Kopima d.o.o. company.
Reconstruction in Glina and increase of the housing stock
Minister Bačić pointed out that reconstruction in Glina has been completed at 1,158 locations, which entails 1,416 housing units - 973 referring to non-structural and 36 to structural reconstruction.
“By now, 130 family houses have been built, and five financial subsidies have been paid for the purchase of a house or an apartment. Currently, there are 20 houses under construction, and 103 construction sites have been opened so far - 45 referring to more complex structural reconstructions and 38 to non-structural reconstructions,” the Minister explained.
The housing stock in Glina has been significantly increased by the construction of eight multiapartment buildings, which ensures additional 122 housing units. One multiapartment building has been built in Hrvatski Sokol Street as part of the Programme for housing care of the Government of the Republic of Croatia, while seven buildings with 109 apartments have been built through two phases of the project “Removal and construction of replacement housing units owned by the Republic of Croatia in earthquake-affected areas.”
In more detail, the first project phase included a total of 16 multiapartment buildings - eight in Petrinja, four in Glina, two in Gvozd and two in Topusko - as well as a settlement with 11 replacement family houses in the Kolarić settlement in Vojnić Municipality. The second phase includes the construction of four multiapartment buildings - three in Glina with 57 apartments and one in Dvor with 19 apartments. In addition, 55 replacement family houses were built. The project was cofinanced through the funds from the Operational Programme Competitiveness and Cohesion, and later through the state budget.
Developmental projects and infrastructural reconstruction
Energy renovation of multiapartment buildings is taking place in Glina as part of the National Recovery and Resilience Plan, through the project “Mitigation of energy poverty in assisted areas and areas of special state concern.” The project entails six buildings - two of them are under renovation, one is in the stage of revising project documentation, and three are in the designing stage.
As part of the project “Reconstruction of family houses owned by the Republic of Croatia in earthquake-affected areas”, non-structural and energy renovation works have been contracted for 52 family houses in Glina. By now, works have been completed for 26 houses, they are in progress for 26 houses, and additional nine houses are in the public procurement process for the selection of contractor.
Within the framework of the European Union Solidarity Fund, the Glina area comprises a total of 66 contracted projects worth 47.1 million euro. EUSF secures 28.5 million euro, the National Recovery and Resilience Plan 8.2 million euro, and 10.4 million euro is secured through other sources. Out of the 66 projects, 62 have been completed, while the remaining four projects are in progress.
Moreover, the Glina area also includes the renovated Retirement Home and the Health Centre building, a constructed settlement comprising 74 family houses and a facility for the elderly and infirm, and renovated primary and secondary schools, which ensures long-term conditions for a better quality of life and encourages residents to stay in the area.
4.23 billion euro spent on post-earthquake reconstruction
Let us recall that 4.23 billion euro has been spent from the beginning of the reconstruction in the Zagreb and Petrinja earthquake areas - 2.46 billion euro refers to the Zagreb earthquake and 1.77 to the Petrinja earthquake. The 2026 state budget allocates 1.02 billion euro for earthquake reconstruction.
In the earthquake-affected areas, a total of 14,331 reconstruction projects has been completed, with 13,527 referring to private buildings comprising 54,141 housing units, and 804 referring to projects financed by EUSF.
A total of 498 replacement houses has been built (453 in the Petrinja earthquake area and 45 in the Zagreb earthquake area), while 204 houses are under construction.
Furthermore, 83 houses have been purchased instead of opting for a replacement house, with two more underway. Currently, there are 1,924 construction sites opened - 1,803 referring to private and 121 to public use buildings. Additional 1,419 locations worth 133.1 million euro are in the public procurement procedure.
