New homes for 38 families in Kutina and Sisak

Today, as part of the post-earthquake reconstruction and increasing the housing stock in Sisak-Moslavina County, two newly built multiapartment buildings are officially occupied in Kutina and Sisak. Each building comprises 19 apartments, and the investment is worth 5.6 million euro. In the county area, 23 buildings are under construction, 34 buildings have already been constructed and occupied, and the goal is to expand the housing stock with a total of 59 new buildings and 1,024 housing units.

Deputy Prime Minister and Minister of Physical Planning, Construction and State Assets Branko Bačić, together with APN Director Dragan Hristov, his Deputy Director Josipa Tokić, County Prefect of Sisak-Moslavina County Ivan Celjak, Mayor of Kutina Zlatko Babić and Mayor of Sisak Domagoj Orlić, provided the dwellers with keys to their new apartments, first in Kutina, then in Sisak.

“This is the third time we arrive at this location in Kutina - the first time we laid the foundation stone, the second time we signed an energy renovation contract for the secondary technical school, and today we hand over the keys to future dwellers,” Minister Bačić said.

He pointed out that the new building will provide affordable housing to young families and citizens in shortage occupations.

“This demonstrates a clear vision of the Government of the Republic of Croatia, social responsibility and solidarity; when young people cannot access the market due to high prices, we provide them with a roof over their heads through affordable housing,” he added.

The Minister highlighted that the housing price for young people will be 0.36 euro per square metre.

Multiapartment building construction model for affordable housing across Croatia

“This model, designed for Sisak-Moslavina County, will extend to the entire country. By now we have concluded contracts to construct multiapartment buildings with 79 local self-government units. In Osijek we will conclude a contract to construct a multiapartment building comprising 206 apartments, and buildings will soon be under construction in Novalja and Trogir,” Minister Bačić pointed out.

The new multiapartment building in Kutina comprises 19 housing units and a common area, across four floors above ground level. The apartments vary from one-bedroom to four-bedroom apartments, ranging from 35 to 90 square meters. The total worth of the building, including environmental and infrastructural development and equipment, amounts to 2.8 million euro with VAT. The contractor entered the works on February 28, 2024.

“These apartments will accommodate our fellow citizens whose homes were damaged by the earthquake. The construction of 36 multiapartment buildings in the county is the basis for demographic strengthening of Sisak-Moslavina County. The building will remain permanently available to the City of Kutina and its residents,” County Prefect Celjak said.

At the same time, he expressed his gratitude to the Government of the Republic of Croatia on a successful cooperation, and he emphasised a series of active projects in the city - from the energy efficiency renovation of the secondary technical school and equipping workshops to reconstructing a school gym, developing traffic infrastructure and opening a nursing home.

“This is not the end, we will continue to develop Kutina. A settlement project comprising 25 houses is in development, which is the next major project that will be carried out to the satisfaction of all Kutina residents,” the County Prefect concluded.

The 14th new multiapartment building occupied in the City of Sisak

Today in Sisak another multiapartment building comprising 19 apartments is now occupied, which contributes to expanding the housing stock and revitalising the city and the county. The keys were ceremonially handed over to the new occupants of the building, whose worth is also 2.8 million euro, including environmental and infrastructural development.

“This is only one of a series of buildings constructed by APN in Sisak-Moslavina County. By now APN has constructed and put to use 16 buildings with 298 apartments, including buildings being occupied today. Additionally, 18 buildings with 330 apartments are under construction, and they are planned to be occupied by the end of the year. I wish the dwellers a fast move-in and many pleasant moments in these apartments,” APN Director Dragan Hristov said.

This building, as the one in Kutina, will provide temporary accommodation for citizens whose homes were damaged by the earthquake. When their houses are reconstructed, the apartments will be repurposed for affordable housing. Those affected by the earthquake are exempt from paying rent, while new tenants will pay 36 euro cent per square metre, which is up to 20 times less than market rent.

“In agreement with the county prefect, mayors and municipal prefects, the buildings will accommodate young families and citizens in shortage occupations. Such projects show that the state, when guided by a clear vision and social responsibility, can help its citizens secure a roof over their heads,” Minister Bačić said.

According to Mayor Orlić, another multiapartment building has been completed and put to use, which further expands the city housing stock.

“Today we acquire another multiapartment building in the City of Sisak, which is why I once again express my gratitude to the Government, which has secured funding and made the decision to construct 20 multiapartment buildings in the city area. These are not replacement buildings for those damaged by the earthquake - each of these buildings, each of these homes, is an expansion of the housing stock and added value in comparison to the pre-earthquake state,” Mayor Orlić said, pointing out that the new buildings also improve the city’s visual identity.

In Sisak-Moslavina County 34 out of 59 multiapartment buildings completed

The funding for the construction of these buildings in Kutina and Sisak is secured entirely from the state budget, and the project is implemented under the Housing Care Programme of the Government of the Republic of Croatia in Sisak-Moslavina County. This project envisages the construction of 36 multiapartment buildings with 666 apartments, for which approximately 100 million euro has been secured.

“The plan for constructing 20 new buildings in Sisak and 16 across the county relies on the previously defined programme for constructing 20 multiapartment buildings in the Banovina area. With two additional buildings from the Programme of State-Subsidised Housing Construction (POS) and one from interdepartmental cooperation, we are now developing 59 multiapartment buildings with a total of 1,024 housing units. This will significantly improve the living conditions in the county area,” Minister Bačić said.

He added that the project was used as a model project when developing the National Housing Policy Plan, adopted by the Government in late March this year. It envisages the construction of approximately 9,000 housing units across Croatia.

County Prefect Celjak pointed out that these multiapartment buildings are an example of both reconstruction and revitalisation at the same time.

“Reconstruction, because our fellow citizens who lost their homes in the earthquake are provided with apartments, and revitalisation, because this building and these homes remain available to citizens and the city permanently. The project is a particular asset to our county because it is a strong basis for demographic strengthening,” he said, wishing the future dwellers many wonderful moments in these apartments.

A total of 4.04 billion euro invested in post-earthquake reconstruction in the Zagreb and Petrinja earthquake areas

Minister Bačić highlighted that the reconstruction in the Zagreb and Petrinja earthquake areas is in advanced stages and that he is satisfied with the progress pace.

“We are just days away from completing the reconstruction, in comparison to when it started. By now we have reconstructed nearly 14,000 locations with 52,500 housing units and we have completed the construction of 454 family houses. What remains is a more complex structural reconstruction, namely of multiapartment buildings in Zagreb and Sisak, less so in Petrinja and even less in Glina,” he said.

A total of 4.04 billion euro has been invested in reconstruction in the Zagreb and Petrinja earthquake areas - 2.35 billion euro for the Zagreb earthquake and 1.69 billion euro for the Petrinja earthquake. Currently, there are 1,755 active construction sites - 1,602 for private objects and 153 for public use objects and infrastructure.
