New regulation to bring greater order to mobile homes

Hina - The Ministry of Physical Planning is preparing a new Regulation on Simple Structures which will, among other things, regulate the status of mobile homes., and the draft is expected to be submitted for public consultation by the end of June, the minister, Branko Bačić, confirmed to Hina.

The regulation will cover both existing mobile homes and those that are yet to be installed.

It is a secondary legislative act that sets out which structures in Croatia may be built without a building permit, based on a standardised design and a location permit. Under these provisions, such projects do not require a construction permit, the minister explained.

The minister added that the aim was to treat mobile homes as structures that occupy physical space and that a mobile home has been defined as a structure for which a location permit is required, but not a building permit.

“The first objective is to remove all such modular, or mobile modular, homes located within 25 metres of the sea in campsites situated within settlements. The second is to ensure that the remaining area of a campsite may be occupied by such structures - mobile homes and other buildings - up to a maximum site coverage of 30 per cent,” the minister said.

“The remainder of the site must consist of green space, which is, after all, the essence of a campsite.”

Regarding the transitional period during which campsites must comply with the new regulations, Bačić said that operators will have five years to remove mobile homes located within 25 metres of the shoreline, while a ten-year period has been set for campsites to bring their entire sites into compliance with the new legislation.
