Over 950 offers sent to APN agency for affordable rental scheme

Hina - The Ministry of Physical Planning, Construction and State Assets reported on Friday that the state-owned real estate agency APN received 958 applications from property owners across Croatia for the affordable rental scheme, with the largest number of properties offered in Zagreb.

The breakdown by region is as follows: City of Zagreb (346 properties), Primorje-Gorski Kotar County (70), Osijek-Baranja County (63), Sisak-Moslavina County (63), and Zagreb County (47). Among major cities, after Zagreb, the highest numbers of applications came from Osijek (37), Karlovac (35), and Rijeka (34). The ministry highlighted that the total of 958 applications demonstrates strong public interest in activating vacant properties through this model.

Apartments dominate the offers

Most submissions were for lease of apartments (555), with an average size of 64.5 m², mostly 50-60 m2. There were also 283 houses and 74 flats within houses. The smallest property is a 22.3 m2 apartment in Osijek, while the largest is a 315.3 m2 house in Slavonski Brod.

The largest apartment in Zagreb measures 203.96 m2. In terms of rooms, two- and two-and-a-half-room apartments are most common, followed by three-room units.

Ten- and five-year rentals most popular

Owners could choose the management period for their properties handed over to APN. Most opted for 10-year (279) or 5-year (253) periods. In Osijek-Baranja and Vukovar-Srijem Counties, ten-year leases were most common, while in Zagreb, five-year agreements prevailed.

So far, 229 properties have been reviewed, with some applications still under process pending additional documentation.

Following the call for property owners, APN will launch a public invitation for future tenants in areas where properties are available. Full details will be published by the end of March 2026.

The call for property owners was open from 18 December 2025 to 15 February 2026. It targeted owners of properties that had been vacant for the past two years and who wished to lease them to APN for 3-10 years. Owners receive payment in two instalments, while APN manages the property fully, including tenant relations.
