POS building in Trogir comprising 35 apartments and worth 5.5 million euro now under construction

On Monday, along the Plano Road in Trogir, the foundation stone was laid for the construction of a new multiapartment building under the Programme of State-subsidised Housing Construction (POS) worth 5.5 million euro and comprising 35 apartments and a business space, whose construction should be finished in 15 months.

The building is under construction within the framework of the Programme of State-subsidised Housing Construction (POS), it will entail 35 apartments and one business space, and it will include three above-ground floors and a subterranean floor with a total useful surface area of 2,546.71 square metres.

The business space of 74 square metres in the future POS building will be purchased by the City of Trogir for its purposes, while the apartments will be of different sizes and structures - ranging from one-bedroom to four-bedroom apartments and from approximately 44 to 102 square metres.

The project is worth around 5.5 million euro, and the completion period is 15 months. The project is implemented under the National Housing Policy Plan of the Republic of Croatia, whose goal is to provide affordable and sustainable housing to citizens, namely those who cannot easily purchase their own real estate.

At the ceremony, State Secretary at the Ministry of Physical Planning, Construction and State Assets Željko Uhlir recalled that Croatia adopted the strategic document on housing policy, for which they have received numerous commendations in the EU and which has been designated as an outstanding example for states which are yet to develop their housing policies.

Using state levers for affordable housing - financial, tax, land and energy-ecological levers

“In order to achieve affordable housing, it is necessary to use all four levers the state has at its disposal - financial, tax, land and energy-ecological levers. It is necessary to build a system of affordable housing, which requires amending and adopting six laws. All of them are underway, they will be proposed by the end of the year, and some of them are already in the Parliament. Soon we will have the Apartment Lease Act and the Affordable Housing Act, which will replace the POS Act. Another novelty is the introduction of non-profit housing cooperatives,” Uhlir clarified.

Director of Agency for Transactions and Mediation in Immovable Properties (APN) Dragan Hristov said that they have secured 1.3 million euro of subsidised funds, while the City provided land, infrastructure and additional 150,000 euro for construction costs. The purchasing price per square metre was 2,104, euro.

When asked by the reporters, he said that the demand for POS apartments is high; so far approximately 1,200 such apartments have been built in Split-Dalmatia County - 955 in Split, 68 in Solin and 130 in Makarska.

Mayor of Trogir Ante Bilić said that the business space in the new POS building in Trogir will house the local committee. Approximately 100 people will move into the building upon its completion, which is significant for a city like Trogir, he added and pointed out that housing issues need to be addressed in the future as well.

It is worth noting that the construction project of the new building in Trogir is implemented under the National Housing Policy Plan of the Republic of Croatia, whose goal is to provide affordable and sustainable housing to citizens, namely those who cannot easily purchase their own real estate.

From the beginning of the POS programme implementation until today, 9,126 apartments have been built in 296 objects in 83 local self-government units, with a total investment value of 648.5 million euro, whereby the Republic of Croatia has invested 167.6 million euro.

There are 822 APN apartments in the preparatory phase across Croatia, while a building permit has been issued for 558 of them. Currently, there are 466 apartments in the phase of public procurement for contractors, expert supervision and consulting at the following locations: Buje (20), Delnice (10), Ivanić-Grad (18), Karlovac (50), Kostrena (16), Kumrovec (10), Našice (15), Osijek (206), Omišalj (12), Pula (65), Vrsar (32) and Vrlika (12).
