State Secretary Tonči Glavinić at the opening of Retirement Home in Sisak

A new Retirement Home in Caprag was officially opened today, increasing accommodation capacities in Sisak by additional 56 places. The investment is worth over 3.7 million euro, and it entailed completely repurposing and equipping the object. Along with numerous guests, the opening ceremony was also attended by State Secretary responsible for reconstruction at the Ministry of Physical Planning, Construction and State Assets Tonči Glavinić.

“This is a project which ensures a bright future to this area, the city of Sisak and our senior fellow citizens. It is our mission to provide them with a good-quality, dignified and comfortable life - which will certainly be possible in this modernly equipped and energy efficient object,” State Secretary Glavinić said.

County Prefect Ivan Celjak, Minister of Labour, Pension System, Family and Social Policy Marin Piletić, Mayor of Sisak Domagoj Orlić and Director of the Retirement Home Ivor Borovnjak also attended the opening ceremony. The Director pointed out that the newly built home represents a new chapter in the care for senior citizens.

“The Home in Caprag is not just a building, it is a symbol of our respect and responsibility towards those who have spent their lives building the community and working for the benefit of the society. It is our duty to thank them by ensuring the dignity, safety, warmth and care they deserve,” the Director stated, adding that the Retirement Home Sisak is one of the largest retirement homes in Croatia.

New standard of senior care in Sisak-Moslavina County

“The Retirement Home Sisak has been active since 1989 in the centre of Sisak, and in recent years it has expanded to Kutina, Novska and retirement settlements, and Caprag today. This indicates that, when there is interest and cooperation between the facility, city, county and the Government, the projects do get realised,” Minister Piletić said, recalling that the construction of 18 new senior centres across Croatia has been contracted through a public call by the Government.

The new Home encompasses 1,268 square metres, including the ground floor and three floors, and the building was constructed in less than a year. The ground floor consists of common areas, a kitchen and working areas, while the bedrooms are located on top floors - 28 double bedrooms and two single isolation bedrooms, all equipped with TVs and refrigerators. The users are provided with a 24-hour medical care and daily support from a team of professional social workers, therapists and physiotherapists.

“The building is located in an excellent area - near the Health Centre and a pharmacy and close to a park, a shopping centre and both the bus and railway stations. I am confident our senior fellow citizens will have a pleasant time in these premises,” County Prefect Ivan Celjak said.

The project, worth over 3.7 million euro, is financed from the budget of the Ministry of Labour, Pension System, Family and Social Policy, while the Ministry of Physical Planning, Construction and State Assets allocated funds to Sisak-Moslavina County. The County provided the remaining funds for putting the object into service.

Over the past four years, the County, apart from the construction of the new Home, has reconstructed eleven health centre buildings and, for the first time in Croatia, built three county retirement settlements with 74 houses in Glina, 57 in Petrinja and 35 in Sisak. Similar settlements will soon be built in Kutina and Popovača. When there is no longer the need to accommodate citizens whose property was damaged by the earthquake, the houses will be intended for users of retirement homes. In Novska and Sisak Daily centres for senior residents have been opened.

Reconstruction and revitalisation of Sisak-Moslavina County

State Secretary Glavinić also recalled the significant increase of the housing stock in the county, where 59 multiapartment buildings with 1,024 apartments are planned for construction.

“It is worth mentioning the historic housing construction carried out in the Sisak-Moslavina County area. Out of the 59 planned buildings, 34 have already been constructed. They were primarily intended to temporarily accommodate citizens whose property had been damaged by the earthquake, but they will still play an important role in implementing the National Housing Policy Plan and ensuring affordable housing,” he said.

So far, a total of 4.04 billion euro has been spent on reconstructing both public and private real estate - 2.35 billion in the Zagreb earthquake area and 1.69 in the Petrinja earthquake area. The 2025 budget allocates 1.3 billion euro for further reconstruction.
