Symposium „Water in the urban environment“

Following the invitation of the European Landscape Convention of the Council of Europe Secretariat to mark the Third International Landscape Day of the Council of Europe, the Institute for Spatial Development of the Ministry of Construction and Physical Planning organised on 18 October 2019, in cooperation with Croatian Waters, the Symposium „Water in the urban environment“.

Following the invitation of the European Landscape Convention of the Council of Europe Secretariat to mark the Third International Landscape Day of the Council of Europe, the Institute for Spatial Development of the Ministry of Construction and Physical Planning organised on 18 October 2019, in cooperation with Croatian Waters, the Symposium „Water in the urban environment“.

In her introductory speech, held to an audience of about 80 participants, Assistant Minister in the Institute for Spatial Development Sanja Šaban, pointed out that for landscape protection, planning and management it is of utmost importance to implement the sensibilization of the public administration, of professionals and the wider public about the significance of the landscape as an element of the identity of the space we inherit, or which by planning, action or lack of action we leave to future generations. She announced the beginning of preparation of the Landscape basis of the Republic of Croatia as a fundamental document by which landscape planning, protection and management shall be directed, as well as the establishment of an intersectoral working group that shall intensify the activities of implementing the European Landscape Convention of the Council of Europe.

State Secretary Dunja Magaš opened the symposium by referring to the link between the symposium theme and the role of the Ministry of Construction and Physical Planning in the preparation of the National Development Strategy of the Republic of Croatia by 2030, with the Ministry being involved in the green infrastructure theme. Following this, in the context of Croatia’s presidency of the Council of the European Union, the Ministry highlighted the theme of Green Cities, with two specific sub-themes: Green infrastructure in urban areas and Circular management of space and buildings, with both themes having an unquestionable impact on the territory and landscape.

The conference was also addressed by Assistant Minister for Water Management and Sea Protection Elizabeta Kos from the Ministry of Environment and Energy, who gave a brief review of the activities carried out by the said Ministry and Croatian Waters in the field of water management, especially those relating to watercourses in cities, flood protection and other measures, current or planned investments in the field of the water management sector. Croatian Waters have shown the methods by which they implement flood protection measures for the city of Zagreb, as well as educational programmes on the importance and significance of water they carry out in kindergartens and primary schools all over Croatia. 

In their presentations, lecturers treated various aspects of water in the urban landscape, such as those related to identity, development, economy, protection, spatial planning, social or ambience related. The establishment of green or blue infrastructure respectively, has been pointed out as an important factor in the development and planning of cities, and major attention has been dedicated to the education on and awareness raising of the importance of the landscape, and especially of water as its component. Several times during the symposium the need for raising awareness of the landscape was emphasised, of its natural and cultural values that we inherit, and of the necessity of active participation of all stakeholders in the creation of a better-quality and more humane living space for future generations.

Within the framework of the symposium an exhibition of art works of children from the kindergartens Bajka, Špansko and Zapruđe, and  primary schools Jure Kaštelan, Remete and Rugvica was opened. 

In cooperation with the Public Institution Maksimir, on Sunday, 20 October 2019, a site visit of the significant landscape Savica in Zagreb was organised, under the professional guidance of Saša Banić and with the support by the sports and recreational society ŠRD Pešćenica.
