Three new multiapartment buildings occupied in Glina – along with previous five buildings, Glina gets 122 new housing units
Today housing care programme beneficiaries moved into three buildings with 57 apartments in Glina, which represents the end of the second stage of the project “Removal and construction of replacement housing units owned by the Republic of Croatia on earthquake-stricken areas”, within which 20 multiapartment buildings and 55 replacement family houses owned by the state have been built.
The families in Glina were ceremonially presented the keys to their new homes by Deputy Prime Minister and Minister Branko Bačić, together with State Secretary Tonči Glavinić, Sisak-Moslavina County Prefect Ivan Celjak, Director of Central Finance and Contracting Agency (CFCA) Dragan Jelić, Mayor of Glina Ivan Janković and numerous other participants.“With these three and five previously completed buildings, there are eight new multiapartment buildings in Glina in total. Such multiapartment buildings have not been built in a long time. We have said many times that the earthquake that struck us brought about tremendous damage in the areas of Sisak, Petrinja and Glina. It was an opportunity to take a step forward - not only to reconstruct buildings damaged by the earthquake but also to improve housing quality, primarily in the Sisak-Moslavina County area,” Minister Branko Bačić said.
The contractor for all three buildings was EUROKAMEN d.o.o., expert supervision was done by companies JV SO-RA-ING d.o.o. from Sisak and JAM-ING d.o.o. from Zlatar, while the accompanying infrastructure was developed by Drvni centar Glina d.o.o.
The apartments are primarily intended for housing care programme beneficiaries based on the Act on Housing Care in Assisted Areas, and owners of private real estate whose reconstruction is in progress. The apartments are equipped with bedroom and kids’ room furniture, kitchen and dining room, household appliances and toilets. Heating is provided through heat pumps, and each apartment is also equipped with an air conditioning unit.
Reconstruction and construction of the national housing stock
Through the project of Removal and construction of replacement housing units owned by the Republic of Croatia, 20 multiapartment buildings have been built - eight in Petrinja, seven in Glina, two in Gvozd and Topusko each and one in Dvor. In addition, 55 replacement family houses have been built in the areas of Petrinja, Glina, Donji Kukuruzari, Hrvatska Kostajnica, Sunja, Tušilović, Krnjak and Vojnić.
As part of the second stage of the project, three buildings with 57 apartments have been built in Glina, one with 19 apartments in Dvor, with completely developed landscape and municipal infrastructure. The total value of the contracted works is 9.5 million euro, VAT excluded - 7.1 million euro for the buildings in Glina and 2.4 million euro for the building in Dvor.
The contracted value of equipping 76 apartments with furniture, appliances and air conditioning units is 885,490 euro, while heating is secured through energy efficient heat pumps.
The project also entails the construction of 44 replacement family houses in the areas of Glina, Petrinja, Hrvatska Kostajnica, Sunja and Donji Kukuruzari, with a total value of 8.96 million euro, VAT excluded, while the value of equipping the apartments with furniture and appliances is 111,515 euro.
Following the ceremony of occupying the three buildings in Glina, the final conference of the project “Removal and construction of replacement housing units owned by the Republic of Croatia on earthquake-stricken areas - II” took place in the reconstructed House of the Croatian National Anthem in Glina.
“By opening the three new multiapartment buildings today and by providing the beneficiaries with the keys, we have increased the stock by 122 newly-built, equipped and furnished housing units in the city of Glina. In addition, we have successfully completed the reconstruction of all public use buildings in Glina, which is a prerequisite for better quality of life, not only after the earthquake but also in comparison to the period before the earthquake. The day after tomorrow we will open four more multiapartment buildings in Topusko - two of them built under the project “Removal and construction of replacement housing units owned by the Republic of Croatia on earthquake-stricken areas” - which will mark the official ending to this project, integral to the entire reconstruction process, within which we will have achieved 53,000 reconstructed housing units at 14,000 locations across the earthquake-stricken areas,” Branko Bačić said, the Deputy Prime Minister and the Minister of Physical Planning, Construction and State Assets.
Over a thousand new apartments in Sisak-Moslavina County
County Prefect Ivan Celjak pointed out that, in recent weeks, and led by Deputy Prime Minister, they present keys to new apartments in newly-built buildings as if it were the norm almost every week.
“Thanks to the projects and support of the Government of the Republic of Croatia, this is a historic period for Sisak-Moslavina County. We will have a thousand apartments more than we had before the earthquake. And not only residential buildings, but public use buildings across different fields. In Glina alone, we have reconstructed the Retirement Home, the Health Centre building, we have built a settlement of 74 houses together with a retirement home for the elderly and infirm, we have reconstructed schools. When we compare Glina before the earthquake and today, we can conclude that there has been a major step forward,” County Prefect Ivan Celjak pointed out.
Mayor of Glina Ivan Janković pointed out that all projects give the city of Glina a new dimension. “They give the city a new visual identity and a new spirit. Now we witness historic investment in our city after a period of 40 years, when the last multiapartment buildings were built in Glina. The national housing stock is increased, and the buildings contribute to demographic renewal and revitalisation of Glina, and they will be used for affordable housing for people affected by the earthquake, young families and shortage workers, which improves the quality of life in this area,” Mayor Janković pointed out.
Director of CFCA Dragan Jelić pointed out that the Agency monitors this project and many other projects in the areas of Glina, Sisak-Moslavina County and entire Croatia.
“To us this is often numbers, field visits, contract signing and implementation control, but when you translate all of it into buildings - this is a ceremonial moment that needs to be celebrated. The EU cofinances a lot of projects. In the area of the city of Glina we monitor five projects worth nearly 10 million euro, while there are 260 projects worth nearly 400 million euro in the county, which reflects the fact that both the Government and all of us invest in this region,” Dragan Jelić pointed out.
This project is only one of many programmes of reconstruction and construction of the national housing stock for the purpose of revitalising and strengthening the earthquake-stricken areas whose financing started with funds from the European Regional Fund and ended with funds from the state budget.
Reconstruction completed at nearly 14,000 locations - 454 family houses built
It is worth noting that from the start of the reconstruction in the Zagreb and Petrinja earthquake areas a total of 4.04 billion euro has been spent - 2.35 billion euro for the Zagreb earthquake area and 1.69 billion euro for the Petrinja earthquake area.
The reconstruction is completed at nearly 14,000 locations. A total of 454 family houses has been built, and 214 houses are under construction. Currently there are 1,997 reconstruction procedures in progress - 1,853 including private buildings and houses and 144 including public use buildings and infrastructure.
In the Petrinja earthquake area alone, the reconstruction is completed at 9,851 locations, and works are in progress at 1,275 locations, including 188 new family houses under construction.
