Minister of Physical Planning, Construction and State Assets Ivan Paladina and Director of Zagreb Clinical Hospital Centre Ante Ćorušić signed a contract on the reconstruction of the hospital building of KBC Zagreb – Rebro “Phase III”.

The new multifunctional KBC Zagreb building will be built as part of the existing location, with funds earmarked for construction and reconstruction totalling EUR 70 million secured from a World Bank loan. The projected gross area of the new part of the hospital is about 27,800 m2 and extends on eight floors, next to which an open garage with a gross area of about 31,370 m2 on a total of five floors, with an emergency heliodrome and new access roads will be built.

Minister Paladina used this opportunity to emphasize that this project was an example of quality and concrete cooperation between the owners themselves, i.e., the management of the KBC, the line ministries and the profession. "When we have a clear common goal and each of the parties involved in the project makes its maximum contribution, then things work. This is a positive example that we want to apply to all other post-earthquake reconstruction procedures in which both the state and the profession will participate even more actively than before, as well as the citizens themselves," said the minister. He added that he was particularly pleased with the fact that two other important projects for the reconstruction of health institutions, as well as the construction or reconstruction respectively of two secondary schools in the Banovina region, will be realized from the World Bank loan.

Five major reconstruction projects will be financed from the World Bank loan

Within the framework of the project the construction is planned of a clinic for orthopaedics, a dermatovenerology clinic, a clinic for ophthalmology, a clinical institute for transfusion medicine and transplantation biology with a tissue and cell bank, a hospital pharmacy with storage facility, a central kitchen for the Rebro campus, and educational facilities for students.

KBC Zagreb director stressed that the “Phase III” project is part of the strategic document for the development of KBC Zagreb, about 10 years old. "Back in 2018, before the earthquake and the COVID-19 pandemic, we prepared a feasibility study and a conceptual solution to move the two remaining clinics from the Šalata location to the Rebro location. The study was presented to then Health Minister Milan Kujundžić and Prime Minister Plenković, with whose support we sought to find and secure sources of financing, but meanwhile the earthquake took place that prolonged the project. However, thanks to Finance Minister Zdravko Marić and the Ministry of Physical Planning, Construction and State Assets, sources of financing were found through the World Bank loan in the amount of USD 81.8 million, and the National Recovery and Resilience Plan amounting to EUR 25 million," director Ćorušić said.

Redevelopment, reconstruction and extension of KBC Zagreb is one of the major projects to be financed from the Loan Agreement for the “Project of post-earthquake recovery and strengthening public health preparedness”, worth EUR 183,900,000.00, concluded in July 2020 by the Republic of Croatia and the International Bank for Reconstruction and Development. Great satisfaction with the implementation of this important project was expressed by World Bank representative Zuzana Stanton-Geddes, who, together with her team, closely cooperates with the Ministry of Physical Planning, Construction and State Assets, as the project developer, as well as with all other institutions participating in redevelopment and reconstruction projects.

We would like to remind that 60 percent of the funds from this loan will be spent on the health care system, the reconstruction of health facilities and the strengthening of resilience, within which the redevelopment and reconstruction projects of the KBC Zagreb were initiated, the Clinics for Infectious Diseases “Dr. Fran Mihaljević” and the Teaching Institute of Public Health “Dr. Andrija Štampar”.

The remaining 40 percent of the funds are directed towards science and education, through redevelopment and reconstruction of Petrinja Secondary School and through construction of a completely new school of economics in Sisak. The contracts on the construction of two secondary schools in the Banovina region were signed in Petrinja, on 29 December 2021, between the Ministry of Physical Planning, Construction and State Assets and Sisak-Moslavina County, in the presence and with support of the Croatian Prime Minister Andrej Plenković.
