“CE” marking and construction products in the harmonised area according to Regulation (EU) 305/2011
The harmonised area of construction products at the EU level is regulated by REGULATION (EU) No 305/2011 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (hereinafter: Regulation (EU) No 305/2011).Regulation (EU) No 305/2011 lays down conditions for the placing or making available on the market of construction products by establishing harmonised rules on how to express the performance of construction products in relation to their essential characteristics and on the use of CE marking on those products.
This is achieved by establishing a „common technical language“, providing unique methods for construction product performance assessment. These methods are complied with in the harmonised European standards (hEN) and the European Assessment Documents (EADs).
The European Commission has published on its website a brochure for manufacturers and economic operators entitled ’CE marking of construction products - step by step’.
The brochure explains the steps for the CE marking of a construction product, as well as the obligations of manufacturers, which makes this brochure very useful for manufacturers who plan to affix the CE marking to their construction product or who are searching for a list of tasks that precede the CE marking of a construction product. The brochure is available on the website of the European Commission in all the official languages of the European Union.

European Assessment Document
Pursuant to Article 19 of Regulation (EU) No 305/2011, following a request for a European Technical Assessment by a manufacturer, a European Assessment Document (EAD) shall be drawn up and adopted by the organisation of TABs (EOTA) for any construction product not covered or not fully covered by a harmonised standard, for which the performance in relation to its essential characteristics cannot be entirely assessed according to an existing harmonised standard.

The European Organisation for Technical Assessment (EOTA) is a Europe-wide association of Technical Assessment Bodies for construction products established under the Regulation (EU) No 305/2011.

Pursuant to Article 26 of Regulation (EU) No 305/2011 the European Technical Assessment (ETA) (link na: https://www.eota.eu/what-is-an-eta) shall be issued by a Technical Assessment Body (TAB), at the request of a manufacturer on the basis of a European Assessment Document (EAD).
