Recycling and waste management
In the Republic of Croatia, the basic law governing building of construction works is the Building Act (Official Gazette 155/25) and it applies to building of all construction works in the Republic of Croatia (except for construction of mining facilities and installations defined by a special law, building of military construction works defined by special regulations).
According to the Building Act, any construction work, depending on its intended purpose, must be designed and built in such a way that, throughout its life cycle, it meets the essential requirements for a construction work as well as any other requirements prescribed by this Act and special regulations which have an effect on the fulfilment of the essential requirements for a construction work or in some other way condition the building of construction works or have an effect on construction and other products incorporated into a construction work
One of the basic requirements for construction works is the Sustainable Use of Natural Resources, according to which construction works must be designed, built, and demolished in such a way that, throughout their life cycles, the use of natural resources is sustainable and ensures:
The designer shall, in the main design, provide solutions to specific technical requirements for the management of construction waste generated during construction and removal of a construction work or part thereof, as well as solutions to specific technical requirements for the management of hazardous waste, if hazardous waste occurs during construction, use or removal of a construction work.
Moreover, the specific technical requirements for the management of construction waste must contain a description of the procedures in accordance with specific regulations on the management of construction waste, whereas the specific technical requirements for hazardous waste management must contain a description of the procedures in accordance with the specific regulations on the management of hazardous waste.
In addition, as a specific design, the Building Act points out the removal design of a construction work that technically elaborates solutions or the procedure and method of removing the construction work and objects located in the construction work, the previous solving the issue of disconnecting the construction work from energy supply and/or other infrastructure, safety measures, waste management measures, recovery and/or disposal of waste from the construction work and waste resulting from the removal of the construction work in accordance with the regulations governing waste management, transport and disposal of the construction material resulting from the removal of the construction work.

- the greatest possible increase in the resource-efficient use of raw materials and secondary materials with high environmental sustainability
- the greatest possible reduction in the total amount of raw materials used
- the greatest possible reduction in the total amount of embodied energy
- the greatest possible reduction in the amount of generated waste
- the greatest possible reduction in the overall use of water intended for human consumption and sanitary water
- the greatest possible increase in the reuse or recyclability of the construction works, in whole or in part, and of their materials after demolition or removal and
- ease of disassembly.
