December 18, 2025 - APN (Agency for Transactions and Mediation in Immovable Properties) published a public call for owners of residential properties
APN opened the Public Call for owners of residential properties who wish to enter the Affordable Rental Programme. Applications are open until February 15, 2026.
Applications are open for owners whose property has not been used over the past two years. Property with structural damage will not be considered.
The contract may be concluded for a period of three to ten years. The owners with whom APN will conclude a contract will receive a fee reflecting the median rental price of the residential property, in such a way that 60% of the entire amount for the contracted period will be paid upfront, and the remaining 40% once half of the contracted period has elapsed.
Upon the completion of the public call for owners of residential properties, APN will also publish a public call for interested tenants.

Applications can be submitted by mail to APN’s address: Savska 41/VI, Zagreb, or by email to priustivi.najam@apn.hr with indication “Request for the provision of residential property.”
Agency for Transactions and Mediation in Immovable Properties (APN) publishes a preliminary call for expression of interest to local self-government units to submit proposals to APN for participation in the Programme, in which special points are awarded for shortage occupations according to the list of shortage occupations by the Croatian Employment Service.
If a local self-government unit does not express interest for participation in the Programme, APN will carry out the Programme based on the housing gap data.
APN publishes public calls for owners of residential properties and tenants interested to participate in the Programme in the public media and on APN’s website.
Public calls include:
APN’s public calls are not open for legal persons of special interest for the Republic of Croatia, as well as other legal persons and companies majority-owned by the state, and public institutions. Instead, APN will conclude an agreement with them to regulate mutual rights and obligations referring to the management of the residential property for affordable rental.
The public call is not open for owners whose property is structurally damaged.
APN will, upon conclusion of the public call for owners of residential properties, establish a list of available, habitable housing units per local self-government unit.
APN will, upon conclusion of the public call for tenants, establish a priority list.
