Reconstruction of earthquake-damaged buildings in the City of Zagreb and Krapina-Zagorje County

This page contains basic information on the reconstruction and removal of damaged buildings, in accordance with the established degree of damage, as a result of the devastating earthquakes in 2020.

Pursuant to the Act on the Reconstruction of Earthquake-Damaged Buildings in the City of Zagreb, Krapina-Zagorje County, Zagreb County, Sisak-Moslavina County and Karlovac County (Official Gazette 102/20, 10/21) and the Programme of measures for the reconstruction of earthquake-damaged buildings in the City of Zagreb, Krapina-Zagorje County, Zagreb County, Sisak-Moslavina County and Karlovac County, the removal of damaged buildings or their reconstruction, construction of replacement family houses and provision of housing to persons affected by the earthquakes, is carried out on the basis of decisions of the Ministry of Physical Planning, Construction and State Assets.

How to reconstruct and recover funds?

Persons who owned and co-owned buildings that were damaged by the earthquakes in the territory of the City of Zagreb, Krapina-Zagorje, Zagreb, Sisak-Moslavina and Karlovac Counties on 22 March 2020 and 28 and 29 December 2020 may, under certain conditions, exercise the following rights to:
 
  • reconstruction of existing earthquake-damaged buildings (multi-apartment buildings, residential and commercial buildings, commercial buildings, family houses)
  • removal of buildings (multi-apartment buildings, residential and commercial buildings, commercial buildings) and existing family houses that have lost mechanical resistance and/or stability to the extent that they have collapsed, or their reconstruction is not possible
  • construction of replacement family houses instead of earthquake-destroyed existing family houses
  • pecuniary assistance:
    • for temporary protection of earthquake-damaged existing multi-apartment buildings, residential and commercial buildings, commercial buildings and family houses (necessary temporary protection of the building from atmospheric influences, removal and sustaining of hazardous parts of the building that can endanger human life or health, repair or replacement of chimneys, repair or replacement of gable walls, repair of staircases, repair of elevators)
    • for structural reconstruction of earthquake-damaged existing multi-apartment buildings, residential and commercial buildings, commercial buildings and family houses
    • instead of the construction of a replacement family house
    • for the costs of main design development for the reconstruction of earthquake-damaged existing structures, the development of which started prior to the entry into force of the Reconstruction Act (16 September 2020)

The respective application forms can be downloaded and shall, upon completion, be submitted to the Ministry of Physical Planning, Construction and State Assets in Zagreb, Ulica Republike Austrije 20:
 
  • in person at the registry office
  • by registered mail, with the indication: “Application — Post-earthquake reconstruction”
  • at the Reconstruction Information Centre, Ulica kneza Mislava 2 in Zagreb
  • at the Ministry’s displaced offices:
    • Sisak: Ulica Ivana Kukuljevića Sakcinskog 1;
    • Petrinja: Trg Stjepana Radića 8;
    • Glina: Trg bana Josipa Jelačića 2;
  • by using the e-Obnova application (https://eobnova.gov.hr) in the e-Citizens system.
 
By 21 July 2021, the Ministry received 12,300 applications for the reconstruction or removal of buildings, construction of replacement houses, awarding of monetary assistance or exemption from the owner's financial obligation. 330 reconstruction decisions were issued and forwarded to the Reconstruction Fund as the operational body for implementation.
   
Emergency rehabilitation of roofs, chimneys, gables, staircases and elevators
Citizens who have on their own started urgent damage repair on roofs, chimneys, gables, elevators and staircases are entitled to a refund of their money. In order to be eligible for reimbursement, it is necessary to:
 
  • hire a certified engineer to develop the repair study
  • hire a contractor
  • hire a certified civil engineer or a certified mechanical engineer (boiler, gas installations)
  • keep the original invoices.

Applications for monetary assistance for temporary protection of earthquake-damaged existing multi apartment buildings, residential and commercial buildings, commercial buildings, family houses (Form 5) shall be submitted by the owner, co-owner, representative of the co-owners or the manager of the multi-apartment or commercial building. The deadline for submission of applications is 31 December 2021.

By 9 July 2021, the Ministry has decided on a total of 1,665 applications for the refund of funds spent for urgent rehabilitation and approved the refund of funds in the amount of HRK 57,340,335.57.
 
By Government Decision of 1 April 2021, the amount of this measure was increased from 12 thousand to 16 thousand kuna per separate part of a family house or building, or to 25 thousand kuna per family house (if there are no separate parts). In order to be eligible for payment of the difference, also in such case Form 5 shall be used for the application and reference shall be made to the classification code (CLASS) of the decision on the basis of which the amount of HRK 12 thousand was paid. There is no need to submit any additional documentation.


Rent for replacement accommodation

All those who have been provided emergency accommodation in student dormitories, or who found accommodation with relatives or friends, have been offered a longer-term solution and better housing conditions; 747 citizens have made use of such a possibility. After the earthquake in Petrinja, which caused new damages also in the wider Zagreb area, co-financing of replacement accommodation has been extended until 1 March 2022 to all those who still cannot return to their homes, and for this purpose the amount of HRK 15.38 million has been paid from the state budget so far.

By Government decision of 10 June 2021, rent financing has been extended until 17 June 2022 to all citizens to whom decisions on rent financing until 1 September 2021 or 1 March 2022 respectively were issued (on the basis of two earlier Government decisions). These citizens do not have to submit new applications for rent financing, but the Ministry shall ex officio align the issued decisions with the latest Government decision.

Pursuant to Government decision of 18 February 2021, the Ministry issued a new public call for rent financing which was open for applications from 12 March 2021 to 11 May 2021. Under the call, 239 applications were received, and by 13 July 2021, 184 decisions were issued, out of which 170 were positive and 14 negative. The monthly rent payment for replacement apartments includes 389 persons.

Exemption from rent payment for earthquake-damaged state property

Tenants and users from the territory of Sisak-Moslavina, Karlovac, Zagreb, Krapina-Zagorje Counties and the City of Zagreb are exempt from the obligation to pay lease, rent and fees for the use of earthquake-damaged state-owned apartments and business premises. The respective decision was passed by the Government on 4 March 2021 and thereupon also by the Assembly of the State Property Company Ltd.

Tenants and users of state property are exempt from payment as of January of this year until the reusability of earthquake-damaged business premises and apartments.

Tenants, lessees and users of real estate are exempt from payment obligations for real estate that have been attributed the damage degree of unfit for use (codes N1 and N2) and thus do not use the premises.

On 1 June 2021, the number of beneficiaries exempted from payment obligations: 32 users of business premises and 63 users of state-owned apartments managed by the Company.


Financial resources for reconstruction

The damages caused by the earthquakes are enormous: HRK 86 billion for Zagreb and its surrounding area and HRK 41.6 billion for the Banovina region, which totals about HRK 128 billion.

The Government adopted the National recovery and Resistance Plan 2021-2023. (NPOO) and submitted it for approval to the European Commission on 14 May 2021. An integral part of the National Recovery and Resilience Plan 2021-2023 is the chapter on financing the reconstruction of earthquake-damaged buildings along with energy renovation in the area of the City of Zagreb, Krapina-Zagorje, Zagreb, Sisak-Moslavina and Karlovac Counties.
 
The National Plan contains project proposals in six areas totalling HRK 49.1 billion.

At the same time, intensive government activities at all levels for the reconstruction and revitalisation of affected areas have so far resulted in assuring approximately EUR 3.8 billion, or about HRK 28.5 billion, which includes funds from EU funds and a loan from an international financial institution.

At the end of 2020, a record of EUR 683 million of financial assistance was granted from the European Solidarity Fund to the Republic of Croatia for the remediation of consequences of the earthquake with epicentre in Zagreb. The competent ministries, the City of Zagreb, Zagreb County and Krapina-Zagorje County have announced public calls for the reconstruction of infrastructure in the fields of education, health care, transport and water supply and drainage, for securing preventive protection measures and protection of cultural heritage, and for the purpose of securing temporary accommodation. Based on the Rapid Damage and Needs Assessment document for the areas stricken by the December 2020 earthquake, on 18 March 2021 the Ministry of Regional Development and EU Funds submitted to the European Commission an application of the Republic of Croatia for financial assistance for reconstruction from the European Union Solidarity Fund.

A 200 m EUR loan from the World Bank was also signed.


State aid scheme to compensate for earthquake damage

The State aid scheme for compensation of damage caused by the earthquakes in the City of Zagreb, Krapina-Zagorje County, Zagreb County, Sisak-Moslavina County and Karlovac County entered into force on 14 June 2021. The scheme defines the objectives, conditions and procedures for granting state aid for compensation of damages on commercial buildings and parts of buildings in which economic activity takes place, resulting from the earthquake of 22 March 2020 in Zagreb and its surroundings and the earthquakes of 28 and 29 December 2020 with an epicentre in the City of Petrinja.
 

Additional information and assistance to citizens

In case of any questions or doubts, citizens can contact the Information Centre “Reconstruction” at the location of Ulica Kneza Mislava 2 in Zagreb, where they can get all relevant information, as well as advice on the reconstruction process. The opening hours of the centre are from Monday to Friday from 9:00 to 17:00, and on Saturday from 8:00 to 13:00. Information can be obtained by phone 01/3782 117 and by e-mail: potres@mpgi.hr

This is a joint information centre of the Ministry of Physical Planning, Construction and State Assets, the Reconstruction Fund and the Central State Office for Reconstruction and Housing Provision, established with the aim of assisting citizens from the City of Zagreb and surrounding counties, whose property was damaged in one of last year's earthquakes. Employees of the Ministry, Fund and Central State Office provide advice to citizens in one place and provide them with all necessary information related to the reconstruction process itself, from submitting the application and collecting the necessary documentation, up to the realisation process itself. Also, legal support within this Centre is provided by the Law Clinic of the Faculty of Law in Zagreb and legal advice can be requested by telephone, every working day from 10 to 12 hours, and on Wednesdays and Thursdays also from 17 to 19 hours, at the phone number 097 6529 903.
