How to reconstruct and get allocation of funds?
Pursuant to the Act on Reconstruction of Earthquake-Damaged Buildings and the Programme of measures for the reconstruction of earthquake-damaged buildings, the removal of damaged buildings, or their reconstruction and the construction of replacement family houses respectively, as well as housing provision to earthquake-stricken persons, are carried out on the basis of decisions and orders issued by the Ministry of Physical Planning, Construction and State Assets.
The appropriate application form can be downloaded below (Croatian only):
- Form 1 - Application for reconstruction of the building structure, or the complete reconstruction of an individually protected cultural asset (organised reconstruction)
- Form 2 - Application for removal of a building and construction of a replacement family house
- Form 3 – Application for financial assistance
- Form S – Application for housing provision
Applications shall be submitted to the Ministry of Physical Planning, Construction and State Assets in Zagreb, Ulica Republike Austrije 20:
- personally, in the registry office
- by recommended mail with the following indication: “Application — post-earthquake reconstruction”
- at the Reconstruction Information Centre, Ulica kneza Mislava 2 in Zagreb;
- in the displaced offices of the Ministry:
- Sisak: Ulica Ivana Meštrovića 28;
- Petrinja: Trg Stjepana Radića 8;
- Glina: Trg bana Josipa Jelačića 2;
- By using the application e-Obnova (https://eobnova.gov.hr) within the e-Građani (e-Citizens) system.
The time limit for submission of all applications is 31 December 2023.
To date, the Ministry of Physical Planning, Construction and State Assets has received a total of 18,147 applications for the reconstruction or removal of construction works, construction of replacement houses, award of pecuniary assistance or exemption from the owner's financial obligation. 4,644 decisions, orders and conclusions were issued and forwarded to the Reconstruction Fund (for the territory of the City of Zagreb and Krapina-Zagorje County) or the Central State Office for Reconstruction and Housing Provision (for the territory of Sisak-Moslavina County, Karlovac County and Zagreb County) for on-site implementation.
For the temporary and necessary protection and repair of buildings (restoration of chimneys, roofs, gable walls, elevators and staircases) damaged by the earthquakes in the City of Zagreb and its surroundings, by 18 March 2022, financial assistance was paid in the amount of HRK 88.9 million.
Overview of reconstruction activities
The Reconstruction Fund has contracted services and reconstruction works worth HRK 15.9 million. The total value of procurements that are currently under preparation and ongoing amounts to over HRK 30 million.Financial assistance was paid for temporary protection of earthquake-damaged buildings for 1,113 locations, for a total amount of HRK 60 million, and the first reimbursement for structural reconstruction (reconstruction by citizens) amounting to HRK 2.4 million was paid for a multi-apartment building in Zagreb.
22 houses have been removed in the area under the competence of the Reconstruction Fund, while services of authorised surveyors and surveying technicians have been contracted for the design of replacement family houses in 17 locations.
In the segment of organized reconstruction of non-structural elements, 1,485 applications were received, and design and operational coordination services were contracted for 253 buildings in the Zagreb area. At the same time, operational coordination services were contracted for 133 buildings in the territory of Krapina-Zagorje County.
87 orders were issued for the design of multi-apartment buildings in Zagreb.
Tenders are under way for design service for 133 buildings in the territory of Krapina- Zagorje County, and for 75 buildings in the territory of local committees of Črnomerec municipality.
At the same time, preparations and implementation of reconstruction at 598 locations have commenced, divided by type of reconstruction as follows:
- removal 85
- structural reconstruction 473
- construction of replacement facilities 13
In the course of April, commencement of construction of the first replacement family house in Zagreb is envisaged, as well as the first organized structural reconstruction of a multi-apartment building.

Additional information and assistance to citizens

The “Reconstruction” Information Centre is a joint information centre of the Ministry of Physical Planning, Construction and State Assets and the Reconstruction Fund. Also, legal support within this Centre is provided by the Law Clinic of the Faculty of Law in Zagreb and legal advice can be requested by phone, every working day from 10 to 12 hours, and on Wednesdays and Thursdays also from 17 to 19 hours, at the phone number 097 6529 903.
