Notified bodies
The procedure of notification of bodies for carrying out third party tasks in the process of assessment and verification of constancy of performance is carried out by a notification body. In the field of construction products the notifying authority is the Sector for Construction, Directorate for Construction, Housing and Municipal Economy of the Ministry for Construction and Physical Planning.
The application for verification of its compliance with the requirements laid down in Article 43 of Regulation (EU) No 305/2011 and for notification to the European Commission is submitted to the Ministry, which is the designated notifying authority.
Notification is a procedure by which the notifying authority informs the European Commission and the Member States of the bodies carrying out third party tasks in the process of assessment and verification of constancy of performance of construction products.
A Notified Body is a body notified to the European Commission and the Member States and to which the European Commission assigns a four-digit identification number.
The European Commission shall confirm the submitted notification within the period stipulated in Article 48 paragraph 5 of Regulation (EU) No 305/2011. Since notification is based on accreditation, it is stipulated that notification shall be confirmed within 2 weeks of notification, unless objections are raised by the Commission or the other Member States.
When the notification has been confirmed by the European Commission, the applicant may initiate with carrying out the tasks of a notified body for the product area according to the issued decision. When an applicant submits its application for the first time, the European Commission shall assign a four-digit identification number to that applicant.

Designated bodies - TABs
Pursuant to the provisions of Article 26 of Regulation (EU) No 305/2011, the European Technical Assessment shall be issued by a Technical Assessment Body (TAB) at the request of a manufacturer and on the basis of a European Assessment Document (EAD).
The procedure of designation of a body for carrying out assessment and issuing European technical assessments for one or several product areas referred to in Table 1 of Annex IV of Regulation (EU) No 305/2011 shall be carried out by a notifying authority. In the field of construction products the notifying authority is the Sector for Construction, Directorate for Construction, Housing and Municipal Economy of the Ministry for Construction and Physical Planning.
The application for verification of compliance with the requirements referred to in Table 2 of Annex IV of Regulation (EU) No 305/2011 shall be submitted to the Ministry.
Access to the register of TABs is possible from the NANDO database website.
An approved body is a legal or natural person - craftsman that on the basis of a decision issued by the Ministry of Construction and Physical Planning carries out third party tasks in the process of assessment and verification of constancy of performance.
The Ministry assigns to every authorised body an identification number and makes publicly available on its website a list of authorised bodies, including their assigned identification numbers and third party tasks in the process of assessment and verification of constancy of performance of construction products for which they are authorised. Equalisation of authorisations
Pursuant to Article 14 of the Regulation on harmonisation of the field of construction products with Regulation (EU) No 305/2011 in a transitional period (Official Gazette 46/13) the authorisations issued pursuant to Articles 31 and 38 of the Construction Products Act (Official Gazette 86/08 and 25/13) are equalised with the decision referred to in Article 13 of this Regulation in the following manner:
- the authorisation to perform activities of construction product testing is equalised with the decision for testing laboratories for activities of determination of the product type,
- the authorisation to perform activities of construction product testing with regard to fire, noise or dangerous substances is equalised with a decision for a testing laboratory with regard to activities of assessment and verification of constancy of performance of construction products in relation to essential characteristics: reaction to fire, resistance to fire, external fire performance, noise absorption, emissions of dangerous substances,
- the authorisation to perform activities of initial inspection of the manufacturing plant and of factory production control, authorisation for activities of continuous surveillance, assessment and evaluation of factory production control, and authorisation to issue certificates of conformity of the factory production control is equalised with a decision for a body for production control certification for activities of issuing certificates of conformity of the factory production control, and
- the authorisation to issue certificates of conformity is equalised with a decision to a product certification body for activities of issuing certificates of constancy of performance of the product.
Designated bodies
A designated Croatian Technical Assessment Body (CTAB) is a legal person that on the basis of a decision issued by the Ministry of Construction and Physical Planning performs assessment and issuance of the Croatian technical assessment for one or several product areas.
The Ministry shall make publicly available by electronic means the list of CTABs, indicating the product areas for which they are designated. (List under preparation)
Equalisation of authorisations
Pursuant to Article 22 of the Regulation on harmonisation of the field of construction products with Regulation (EU) No 305/2011 in a transitional period (Official Gazette 46/13) the authorisations issued pursuant to Article 25 of the Construction Products Act (Official Gazette 86/08 and 25/13) are equalised with the decision referred to in Article 21 of this Regulation in such a manner that the authorisation for the issuance of technical approvals is equalised with a decision on performing assessment and issuing European Technical Assessments , in line with rules on equalisation of authorisations as regulated in Annex II to this Regulation.
