Notified bodies
The procedure for notifying a body to carry out third-party tasks in the process of assessment and verification of constancy of performance shall be carried out by an notifying authority. In the field of construction products, the notifying authority is the Sector for Construction and Property Valuation at the Ministry of Physical Planning, Construction and State Assets.
An application to verify compliance with the requirements set out in Article 2 of Regulation (EU) No 305/2011 and the procedure for notification to the European Commission is submitted to the Ministry designated as the notifying authority.
Notification is the procedure by which the notifying authority notifies the European Commission and the EU Member States of bodies carrying out third-party tasks in the process of assessing and verifying the constancy of performance of construction products.
A Notified Body is a body that is notified to the European Commission and the EU Member States and to which the European Commission assigns a four-digit identification number.
The European Commission shall confirm the submitted notification within the time limit prescribed in Article 48 (5) of Regulation (EU) No 305/2011. As the notification is based on accreditation, it is stipulated that the notification shall be confirmed within two weeks, unless the European Commission or another Member State raises objections.
Once the European Commission has confirmed the notification, the applicant can start performing the tasks of the notified body for the product area according to the issued decision. When an applicant is notified for the first time, the European Commission assigns a four-digit identification number to that applicant.
Access to the register of notified bodies is provided at the NANDO database website, while the records of Croatian notified bodies can be accessed from the Ministry's website.

Designated bodies - TABs
Pursuant to Article 26 of Regulation (EU) No 305/2011 the European Technical Assessment shall be issued by a Technical Assessment Body (TAB) at the request of a manufacturer on the basis of a European Assessment Document (EAD).
The procedure of designating a body to carry out assessments and to issue European Technical Assessments for one or several product areas referred to in Table 1 of Annex IV to Regulation (EU) No 305/2011 shall be carried out by the designating authority. In the field of construction products, the designating authority is the Construction Housing and Estimates of Real Estate Values Sector of the Directorate for Construction and Estimates of Real Estate Values at the Ministry of Physical Planning, Construction and State Assets.
An application to verify compliance with the requirements set out in Table 2 of Annex IV to Regulation (EU) No 305/2011 is submitted to the Ministry.

Approved bodies
An approved body is a legal person or natural person - craftsman that, on the basis of a decision issued by the Ministry of Physical Planning, Construction and State Assets, carries out third-party tasks in the process of assessment and verification of constancy of performance.
The Ministry shall assign an identification number to each approved body and shall make publicly available on its official website a list of approved bodies, including their assigned identification numbers and the approved third-party tasks in the process of assessment and verification of the constancy of performance of construction products.
Equalisation of authorisations
Pursuant to Article 14 of the Regulation on harmonising the field of construction products with Regulation (EU) no 305/2011 during the transitional period (Official Gazette 46/13), authorisations granted pursuant to Articles 31 and 38 of the Construction Products Act (Official Gazette 86/08 and 25/13) shall be equated with the decisions referred to in Article 13 of the Regulation as follows:
Designated bodies
The designated Croatian Technical Assessment Authority (HTTO) is a legal person which, on the basis of a decision issued by the Ministry of Physical Planning, Construction and State Assets, carries out the assessment and issuance of the Croatian technical assessment for one or more product areas.
Equivalence of authorisations
Pursuant to Article 22 of the Regulation harmonising the field of construction products with Regulation (EU) No 305/2011 during the transitional period (Official Gazette 46/13), authorisations granted pursuant to Article 25 of the Construction Products Act (Official Gazette 86/08 and 25/13) shall be equated with the decision referred to in Article 21 of the Regulation in such a way that the authorisation to issue technical approvals shall be equated with the decision for carrying out the assessment and issuance of a European Technical Assessment, in accordance with the rules on equivalence of authorisations laid down in Annex II to the Regulation.
An approved body is a legal person or natural person - craftsman that, on the basis of a decision issued by the Ministry of Physical Planning, Construction and State Assets, carries out third-party tasks in the process of assessment and verification of constancy of performance.
The Ministry shall assign an identification number to each approved body and shall make publicly available on its official website a list of approved bodies, including their assigned identification numbers and the approved third-party tasks in the process of assessment and verification of the constancy of performance of construction products.
Equalisation of authorisations
Pursuant to Article 14 of the Regulation on harmonising the field of construction products with Regulation (EU) no 305/2011 during the transitional period (Official Gazette 46/13), authorisations granted pursuant to Articles 31 and 38 of the Construction Products Act (Official Gazette 86/08 and 25/13) shall be equated with the decisions referred to in Article 13 of the Regulation as follows:
- the authorisation to perform testing of construction products shall be equated with the decision on a test laboratory for product type determination,
- the authorisation to perform testing of construction products relating to fire, noise or dangerous substances shall be equated with the decision on a test laboratory for the assessment and verification of the performance of construction products in relation to the essential characteristics: reaction to fire, resistance to fire, external fire performance, noise absorption or emissions of dangerous substances,
- the authorisation for operations of initial factory inspection and initial factory production control surveillance, authorisation for operations of continuous surveillance, assessment and evaluation of factory production control and authorisation to issue factory production control certificates shall be equated with the decision for the production control certification body to issue certificates of conformity of factory production control, and
- the authorisation to issue the certificate of conformity shall be equated with the decision for the product certification body to issue a certificate of constancy of performance of a product.
Designated bodies

Equivalence of authorisations
Pursuant to Article 22 of the Regulation harmonising the field of construction products with Regulation (EU) No 305/2011 during the transitional period (Official Gazette 46/13), authorisations granted pursuant to Article 25 of the Construction Products Act (Official Gazette 86/08 and 25/13) shall be equated with the decision referred to in Article 21 of the Regulation in such a way that the authorisation to issue technical approvals shall be equated with the decision for carrying out the assessment and issuance of a European Technical Assessment, in accordance with the rules on equivalence of authorisations laid down in Annex II to the Regulation.
