Application for issuing of authorisation for energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings

In accordance with the Building Act (Official Gazette 153/13, 20/17, 39/19, 125/19), energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings shall be carried out by persons authorised by this Ministry. The Ministry shall grant the authorisation by means of decision for a period of five years to a natural and/or legal person who meets all the prescribed requirements.

The manner of issuing authorisations is prescribed by the Ordinance on persons authorised for energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings (Official Gazette 73/15, 133/15).

Types of authorisation:
  1. energy certification and energy audit of buildings with a simple technical system;
  2. energy certification of buildings with a complex technical system;
  3. energy audit of buildings with a complex technical system – in the part relating to:
    3.1. construction part of the building;
    3.2. mechanical part of the technical system;
    3.3. electrical part of the technical system;
    3.4. automatic regulation and control systems;
  4. regular inspections of heating systems and cooling or air-conditioning systems in buildings.

Special note: for certain types of above listed authorisations for carrying out tasks of energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings, the applicants must be of a specific technical profession, for the following tasks:

ad 1) and ad 2) of the architectural, civil engineering and/or electrical engineering profession
ad 3.1) architectural and/or civil engineering profession
ad 3.2) and ad 4) mechanical engineering profession
ad 3.3) electrical engineering profession
ad 3.4) civil engineering and/or electrical engineering profession

Persons of electrical engineering profession who have successfully completed the Basic training programme Module 1 and Module 2, according to the Training programme prescribed by:

  • Ordinance on requirements and criteria for persons carrying out energy audits and energy certification of buildings (Official Gazette 113/08 and 89/09) or
  • Ordinance on requirements and criteria for persons carrying out energy audits of construction works and energy certification of buildings (Official Gazette 81/12 and 64/13)

and meet the requirements for energy audits of buildings with a complex technical system, meet also the requirements for performing energy audits of public lighting and do not have to submit a separate application. Therefore, to persons to whom a decision on authorisation for energy audit of buildings with a complex technical system is issued, this Ministry shall also issue a decision granting authorisation for energy audits of other buildings and for energy audits of public lighting, depending on the technical profession, for a period of three years according to the provisions of the Ordinance on requirements and criteria for persons performing energy audits of construction works and energy certification of buildings (Official Gazette 81/12 and 64/13) until enactment of a special regulation governing that field.

How to submit an aplication? 

An application for issuing authorisation to perform energy certification, energy audit of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings shall be submitted in accordance with the provisions of the Ordinance on persons authorised for energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings (Official Gazette 73/15, 133/15), which entered into force on 09 July 2015.

An application shall be submitted on the application form for natural person, that is, on the application form for legal person. The application shall be in written or/and electronic form in capital letters, completed in full and signed by the natural person as an applicant, that is, with affixed seal of the legal person and signed by a responsible person in the legal person submitting the application.

Order of processing applications for issuing authorisation

  • Applications shall be processed in order of receipt
  • A decision shall be issued to the applicant if the application is complete and in accordance with the regulations
  • If the application is incomplete, the officer in charge shall inform the person specified in the application
