Requirements prescribed for natural persons

A NATURAL PERSON submitting an application for obtaining authorisation for:
  • energy certification and energy audit of buildings with a simple technical system
  • energy audit of buildings with a complex technical system – in the part relating to:
    1. construction part of the building;
    2. mechanical part of the technical system of the building;
    3. electrical part of the technical system of the building;
    4. automatic regulation and control systems;
  • regular inspections of heating systems and cooling or air-conditioning systems in buildings;

and has successfully completed the Basic training programme: Module 1, or Module 1 and Module 2, according to the Training programme prescribed by:

  • Ordinance on requirements and criteria for persons carrying out energy audits and energy certification of buildings (Official Gazette 113/08 and 89/09) or
  • Ordinance on requirements and criteria for persons carrying out energy audits of construction works and energy certification of buildings (Official Gazette 81/12 and 64/13)
  • Ordinance on persons authorised for energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings (Official Gazette 73/15)

shall submit the application for obtaining the authorisation presented in Annex 1A of the Ordinance on persons authorised for energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings (Official Gazette 73/15) (hereinafter: Ordinance).

Enclosed to the application form the following shall be attached:

  1. A both side copy of the identity card
     
  2. A copy of the diploma which proves, in the manner prescribed by a special regulation, that the natural person has:

    - completed a graduate university study of architecture, civil engineering, mechanical engineering or electrical engineering, or a graduate university study programme of the architectural, civil engineering, electrical engineering or mechanical engineering profession, provided that during his entire studies he earned at least 300 ECTS,

    - that is, according to earlier educational programmes, has achieved an academic title of a graduate engineer of the technical profession: architectural, civil engineering, mechanical engineering or electrical engineering

    - a natural person who has completed an undergraduate university study, that is, an undergraduate professional study programme of the architectural, civil engineering, electrical engineering or mechanical engineering profession, or according to earlier educational programmes has achieved the academic title of engineer of the architectural, civil engineering, mechanical engineering or electrical engineering or profession, may submit an application for obtaining the authorisation for energy certification and energy audits of buildings with a simple technical system.
     
  3. A copy of the certificate of successfully completed Basic Training Programme / Training programme prescribed by the Ordinance:

    - if a natural person submits an application for issuing authorisation to perform energy certification and energy audit of buildings with a simple technical system - the certificate of successfully completed Module 1,

    - if a natural person submits an application for issuing authorisation to perform energy audits of buildings with a complex technical system - the certificate of successfully completed Module 1 and Module 2;
     
  4. Proof of professional work experience upon study completion

    4.1 A copy of the certificate from the Croatian Pension Insurance Institute on the employment status and years of service or electronic record on the employment status and years of service and/or

    4.2 Employer’s certificate on professional experience
     
  5. Description of work experience on the form in Annex 1C of the Ordinance

    Data in the table shall be indicated in chronological order, indicating tasks on which the person worked (at least five years of professional work experience or two years of work experience in designing or/and performance of building surveillance shall be singled out, with one example for each of the five calendar years), and persons who completed an undergraduate university or undergraduate professional study programme of the architectural, civil engineering, mechanical engineering or electrical engineering profession, or who according to earlier educational programmes have achieved the title of engineer of the architectural, civil engineering, mechanical engineering or electrical engineering profession (higher qualification level), and have at least ten years of work experience in their professional field, shall enclose the description of their professional work experience in the table from Annex 1C for at least ten years of work experience in the profession or five years of work experience in designing or/and performance of building surveillance, with one example for each of the ten calendar years.

    Enclosure 1C shall be signed personally and provided with the seal of a certified engineer and/or expert witness, if the natural person has a seal, and a copy of the decision on entry in the register of certified engineers of the respective profession or a copy of the decision on suspension of membership in the chamber. This form does not have to be provided with the seal of the legal person.

  6. Evidence of no criminal record of the natural person issued by the competent Municipal Court
     
  7. A copy of the insurance contract or insurance policy against professional liability for damage for the natural person

    The insurance contractor and insured person must be the same natural person – the applicant.

    The subject of insurance is insurance against liability for potential damage the natural person could cause when performing tasks of energy audit of buildings and/or energy certification of buildings to the investor, owner or other persons.

    The period of insurance shall be at least until the expiration date of the decision on authorisation, that is, five years.

    The insurance contract shall be provided with seal and signature of the insurance company and the signature of the natural person (insured person).
     
  8. An administrative fee in the amount of 70 kuna in revenue stamps affixed on the application.

 

Reissuing of authorisation for natural persons

An authorised person shall submit the application for reissuing of authorisation to the Ministry within at least one months, and no longer than two months before the expiry of the authorisation.

The following shall be enclosed:

  1. The application form for natural persons (Annex 1A of the Ordinance)
    The application shall be in written or/and electronic form in capital letters and signed by the applicant.
  2. A both side copy of the identity card
  3. A copy of the insurance contract or insurance policy against professional liability for damage for the natural person
  4. Evidence of no criminal record issued by the competent Municipal Court
  5. A copy of the certificate of successfully completed Training Programme prescribed by the Ordinance
    Authorised natural persons who carry out energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings are obliged to attend once a year the Training programme according to the Ordinance.
  6. An administrative fee in the amount of 70 kuna in revenue stamps affixed on the application.

 

Special note regarding requirements prescribed for natural person

Persons authorised on the basis of an application submitted by 31 December 2013, when submitting the application for reissuing of authorisation, shall enclose at least two Certificates of attendance of a Training programme.

Persons authorised on the basis of an application submitted as of 01 January 2016, when submitting the application for reissuing of authorisation, shall enclose at least three Certificates of attendance of a Training programme.

Persons who have successfully completed the Training programmes Module 1, or Module 1 and Module 2, and have not submitted the applications for appropriate authorisation within one year from the date of the exam, may submit such application along with enclosing the Certificate of attendance of the Training programme in accordance with the Ordinance on persons authorised for energy certification, energy audits of buildings and regular inspections of heating systems and cooling or air-conditioning systems in buildings (Official Gazette 73/15), under the condition that the period from the date of completed Training programme until the date of application submission is not longer than one year.
 

Changes during authorisation validity

In the case of change of name, surname or address of an authorised natural person, the authorised person shall notify the Ministry thereof within 8 days from the occurred change, and shall submit an application for amendment of the decision:

  1. The application form for natural persons (Annex 1A of the Ordinance)
    The application must be in written or/and electronic form in capital letters and signed by the applicant.
  2. A copy of the decision on authorisation
  3. Evidence of change of name or surname of the natural person
  4. Evidence of change of address of the natural person (copy of the certificate of residence)
  5. Administrative fee in the amount of 70 kuna in revenue stamps affixed on the application
