Pilot Project 4c1.1 'Preparation of project documentation for energy renovation of buildings and use of renewable energy sources in public institutions performing educational activities'

On 9 July 2015, the Ministry of Construction and Physical Planning, as Intermediate Body Level 1 within the system of ESI funds management and use, launched the Pilot Project 4c1.1 'Preparation of project documentation for energy renovation of buildings and use of renewable energy sources in public institutions performing educational activities'.

The Pilot Project was targeted at preparation of project documentation which would achieve energy savings, that is, reduce energy consumption in buildings of educational public institutions and foresee use of renewable energy sources. Under this Call grants in the amount of HRK 4 500 000 were provided from the European Regional Development Fund and the Environmental Protection and Energy Efficiency Fund.

In the first stage of Pilot Project realisation, financing for only 35 projects was available, whilst as many as 184 project proposals were received, and the allocation was exceeded by several times.

In April 2016, the initial allocation was increased by HRK 5 000 000 of grants and further 37 projects were included for co-financing.

Under the Pilot Project 4c1.1. for preparation of project documentation, 72 grant agreements were signed for a total contracted value of HRK 8.38 million, out of which 85% or HRK 7.26 million were EU grants.

Whilst the Pilot Project was targeted at preparation of project documentation with envisaged 20% energy savings, a significant increase in average energy savings was achieved, with savings reaching 43.24%.

Most projects included integral energy renovation measures regarding the building envelope, thermal-technical systems and electrical systems.

It is important to note that for more than 20% of applied projects achievement of energy savings exceeding 60% was envisaged, as well as upgrading of buildings into a higher energy class, thereby confirming the cost-effectiveness and fitness for purpose of the realised investments in the preparation of project documentation.
