What is Product Contact Point for Construction?

 Each EU Member State has established a Product Contact Point for Construction (PCPC).
 
The Product Contact Point for Construction in the Republic of Croatia has been established within the Ministry of Physical Planning, Construction and State Assets.
 

How does the Product Contact Point for Construction work?

At the request of an economic operator or a competent authority from another Member State, the Product Contact Point for Construction provides, free of charge, all useful information on national rules and regulations in the field of construction products in the harmonised area and in the non-harmonised area.
 
The Product Contact Point for Construction shall reply within 15 working days of receiving the inquiry.
 
Queries concerning construction products may be sent by e-mail. You may also contact the Directorate for Construction for questions concerning construction products, on Wednesdays between 12.00 and 16.00, at: + 385 1 3782 132.
 
For enquiries concerning other products, please contact the Product Contact Point of the Ministry of Economy, which also established the EU Internal Market Centre, in order to enable citizens, businesses and institutions to navigate more quickly and easily in the European Union’s internal market.

News in construction products

On 18 December 2024, Regulation (EU) 2024/3110 of the European Parliament and of the Council of 27 November laying down harmonised rules for the marketing of construction products and repealing Regulation (EU) No 305/2011 was published in the Official Journal of the European Union.

Regulation (EU) 2024/3110 entered into force on 7 January 2025, and applies from 8 January 2026, with the exception of Articles 1 to 4, Article 5(1) to (7), Article 7(1), Articles 9 and 10, Article 12(1), first subparagraph, Article 16(3), Article 37(4), Articles 63, 89 and 90, and Annexes I, II, III, IV, VII, IX and X, which apply from 7 January 2025, and Article 92, which applies from 8 January 2027.

Regulation (EU) 2024/3110 lays down harmonised rules for the placing and making available on the market of construction products, regardless of whether undertaken in the framework of a service or not, by establishing:

  1. harmonised rules on how to express the environmental and safety performance of construction products in relation to their essential characteristics, including on life cycle assessment
  2. environmental, functional and safety product requirements for construction products.

Regulation (EU) 2024/3110also establishes:

  1. rights and obligations for economic operators dealing with construction products or their components; and
  2. obligations for other actors providing services linked to the manufacturing and commercialisation of products covered by this Regulation.

One of the novelties introduced by Regulation (EU) 2024/3110 is the Digital Product Passport (DPP), which is a new digital information system on construction products introduced by the European Commission as a mandatory part of modernising market rules for construction products. The Digital Product Passport is a digital record of product data that accompanies a construction product throughout its life cycle and enables all relevant product information to be made available clearly and in a machine-readable format by electronic means, instead of in paper certificates or declarations. The Digital Product Passport will be accessible via a QR code, barcode, RFID chip, or a permanent internet link, and will be made available free of charge to economic operators, competent authorities, designers, and other users.

This Regulation aims to contribute to the efficient functioning of the internal market by ensuring the free movement of safe and sustainable construction products in the Union. It also aims to contribute to the objectives of a green and digital transition by preventing and reducing the impact that construction products have on the environment and on the health and safety of persons.

The application of Regulation (EU) 2024/3110 will have the greatest impact on economic operators that manufacture construction products or place them on the market or make them available on the market, on economic operators that carry out the assessment and verification of the performance of construction products, and consequently also on contractors.

As the changes in EU legislation in the field of construction products have provided for a gradual transition from Regulation (EU) No 305/2011 to Regulation (EU) 2024/3110, which will be completed on 8 January 2040, this constitutes a prerequisite for the successful adaptation of all economic operators, as well as notified bodies and Technical Assessment Bodies (TABs), with a view to placing construction products on the market in accordance with Regulation (EU) 2024/3110.
